Here are our objections below - Use all or any.
I OBJECT, to Banyule Council approving an amended planning permit P1260/2015 PT4 and also the subdivision of Rosanna Library land (P631/2022) for the following reasons;
I object to:
1. The partnership of Banyule Council with Woolworths (Fabcot) for a combined library and supermarket covertly initiated in 2019. I support an independently, council owned library without the impact and influence of a big duopoly supermarket chain.
2. The conflict of interest in council being both the planning authority and the seller of public land which is dependent on the permit being approved. (Any sale of public land should be completed prior to a planning application being assessed by council)
3. The hypocrisy of council in pursuing only financial gain at the expense of every other policy in relation to protection of the environment such as the Urban Forest Strategy, the Biodiversity Plan and the Stewardship Strategic Plan.
4. The further detrimental impact to the Wildlife Corridor and bird diversity at this location detailed in council’s own policy which claims to protect such areas. Supermarkets can be placed anywhere, but Wildlife Corridors are unique and irreplaceable.
5. The increased size and bulk and third storey of the library building due to unwarranted and covert addition of the Maternal & Child Health Centre (which has not gone through public consultation).
6. The further sale of public land at 35 Hillside Road because of Banyule Council’s addition of a Maternal & Child Heath Centre to the library.
7. The subdivision of the Rosanna Library land in another covert planning application P631/2022 of Public Use land to provide to a private developer and non-public use activity.
8. Any change of conditions in relation to truck access via Douglas street-Turnham Ave-Lower Plenty Rd.
9. The use of larger trucks than 12.5m HRV metres
10. The removal of the Council Service Centre at the Rosanna Library
11. The removal of public trees including mature, high value and significant canopy trees which serves only to accommodate a private developer’s profit margin in gaining greater market share.
12. ANY approval that does not include a binding clause restricting the use of FACIAL RECOGNITION cameras and software. All cameras capturing faces should BE PREVENTED.
13. Any approval that could allow for multi-storey development or other use such as industrial without going through a future permit application public advertising process. ie No pre-approval for future development.
14. The detrimental noise impacts from the proximity of the supermarket loading bay to Heidelberg Theatre Company at 36 Turnham Ave, Rosanna.
15. The current design of both the library and the Woolworths which is not in keeping with the neighbourhood character of a residential street (Turnham Ave and Douglas St and rear of site).
16. The proximity of the supermarket to a library, a Maternal Health and the Childcare Centre (32 Turnham Ave) causing health impacts due to increased and continual traffic and the access and loading of trucks creating a toxic environment for children.
17. The additional building mass and bulk out of size and character with any other business in Rosanna putting those small businesses at risk.
18. The loss of Rosanna village neighbourhood character and village aesthetics.
19. The lack of setback of supermarket and library from footpath, preventing replanting of trees and creating an imposing structure whose western facing wall will promote heat retention in Rosanna.
20. The additional traffic and congestion promoted by a larger supermarket in an area unsuited to heavy traffic flow.
21. The connection of Rosanna PUBLIC Library to a business that is not subject to council control in the future. ie Woolworths can sell / lease the site to any number of other businesses unsuitable in it’s proximity to the Childcare, Library, Maternal Healthcare etc
22. The even greater reduction in parking for supermarket, library and maternal health care requirements and the lack of council’s independent reporting on what is required.
23. Further detrimental impact on commuter parking at Rosanna Station as increased supermarket staff seek to take advantage of the only all day free parking.
24. The use of Rosanna Parklands as an offset location for any replanting instead of on site replacement.
25. Critical impact of increased flooding downstream to residential properties of Grove Road and other local streets already prone to flooding.
26. Any building over Salt Creek and lack of permeable surfaces.
27. The potential for basement flooding and risk to life.
28. The removal of easements which will exacerbate flooding.
29. Advertising of Liquor shop opposite to Rosanna train station and impact on minors and more vulnerable populations.
30. Luminated advertising signs facing residential areas
31. Luminated and other advertising signs interference with enjoyment of Heidelberg Theatre Company forecourt (South side advertising)
32. The unsolicited proposal by Woolworths to buy public land when council has no policy for unsolicited proposals and land was not nominated as surplus.
33. The conduct of council through the process, the lack of community consultation, information and consideration given to the public.
34. The loss of bluestone and the historical Rosanna Library façade that should have been incorporated into a new library design and which would have allowed for front setback to save trees.
