Let's clarify some facts on the Rosanna library: 1. The library used to be on it's own land titles and is now Lot 1 of a 3 lot subdivision, with the other 2 lots being sold to Woolworths. 2. There is a s173 agreement pending execution on Lot 1 (library) which will not be disclosed by council cited as "commercial in confidence". A s173 agreement sets a use or planning restrictions on the land owner set by the authority, however, as council are both in this situation (apparently) there should be no s173 agreement or at least no "commercial" consideration in providing the document. 3. McCabe, the architects for Woolworths are currently showing the Rosanna Library as a two storey attachment to the store (see pic). http://mccabearchitects.com.au/#!projects/commercial-retail/woolworths-rosanna.html 4. The proposed Rosanna library patron parking is 25 spaces (incl staff) contained within the parking lot for Woolworths. In comparison, nearby Watsonia Library has 51 spaces, separate staff parking and plenty of street parking (and no supermarket to compete with). 5. Council have already approved to remove significant trees located on the library property. 6. There are older Rosanna residents that choose to go to Watsonia because of the existing parking difficulties at our library. 7. Although discussed, Cr Melican has never put in writing to me that the library was safe from future sale. Had he done this months back, it would have been on council letterhead and would have been a statement from a councillor. 8. Cr Melican is currently putting his "support" for the library in writing for residents. The difference being, this is ONLY AN ELECTION PROMISE as the email is being sent from his personal GMAIL account. So let's revisit Cr Melican's previous election promises some years back from a flyer he distributed: "My commitments to the Ibbott Ward residents in regard to the Greensborough project are as follows - No sale or closure of the Rosanna Service Centre (already a resolution of this council) - I will negotiate with fellow Councillors for the redevelopment of Rosanna Library (already a resolution of this Council)" The above promises did not turn out to be fact. So given the facts, I have concluded that Rosanna Library is at great risk. What about you?
