Regarding questions as to current Federal laws for the protection of animals illegally bred and sold to individuals via marketplaces. 

The Animal Welfare Act of 1966 (AWA) is the primary federal law regulating the treatment of animals in research, exhibition, transport, and by dealers. It establishes standards for the care and handling of animals in certain commercial breeding operations, but it does not explicitly prohibit backyard breeding. 

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) enforces the AWA, primarily regulating breeders who sell animals wholesale (e.g., to pet stores) or over the internet. However, breeders who sell directly to consumers in person—such as at flea markets or through personal sales—are largely exempt from federal

Currently, there are no Federal laws specifically prohibiting backyard breeding. However, the AWA applies to large-scale commercial breeders and those selling pets through intermediaries. Small breeders and those selling directly to consumers are mostly unregulated at the federal level .

State Laws on Backyard Breeding:
Most state laws aim to curb puppy mills rather than outright ban small-scale breeding. However, some municipalities have stricter local regulations that prohibit backyard breeding without a license.

Please contact your local and state  representatives inquiring about any current state laws that ban illegal backyard breeding and the sales of animals on marketplaces.  If there are no laws in your municipality against backyard breeding, please use this petition to help push for regulations where there are none.
