Stop this Environmental Disaster
The Issue
We, the undersigned, implore the Planning and Environment Decisions Wales (PEDW) to intervene and investigate the decision of Carmarthenshire Planning Committee to approve the construction and operation of an inert waste processing facility, in Cilyrychen Quarry (PL/02167 approved 19 November 2024 by 7 votes to 4).

Why should the PEDW intervene?
The decision to approve the application was taken without the Committee being presented with the full facts, so Members were not in a position to make a fully informed decision. Concerns raised by Members were brushed aside and pressure seemed to be applied to complete the business at this the third attempt to reach an outcome. Deficiencies have been identified in accurate information affecting the wellbeing and safety of residents and the preservation of the ecology. The noise assessment was outdated and only computer modelled yet frequently cited during the meeting as definitive; there was no highways assessment; no survey of the lagoon; and no survey of fauna at the appropriate time. Despite admitting during the meeting that the proposal offered no benefit to the community on which it would be imposed, the planning officer’s recommendation for approval was accepted, even in the face of extensive evidence of residents’ antipathy to the proposal.
