A few important reasons why this time was chosen:

This is the time when coyote parents bring up their pups. (Both parents are needed).

It is a time when they are protected, fed and taught how to be wild.

Coyotes…effective hunters of wild prey.

If not protected during this time, one or both the parents can be killed, either creating immense chaos in their otherwise complex social life, or the pups will literally die in their den of starvation.
