I've drafted the below text for your reference.
To whom it may concern,
I am writing to lodge a formal objection to Planning Permit Application PP-1348-2020 for the proposed wakeboarding park. After reviewing the application and considering the characteristics of the land and the surrounding environment, I believe the proposal is inappropriate and poses significant and irreversible risks to the region.
1. Incompatibility with Agricultural Zoning
The subject land is zoned for agricultural use. A commercial wakeboarding park is fundamentally inconsistent with the purpose of this zoning.
The required built infrastructure, earthworks, pools, and ancillary facilities will permanently alter and scar the landscape, undermining the long-term capability of the land for agricultural production.
Once constructed, the land cannot reasonably be restored to its original agricultural value, representing a permanent loss of productive land.
2. Impacts on Migratory Bird Patterns and Nearby RAMSAR Wetlands
The proposed site is located in close proximity to RAMSAR-listed wetlands, areas recognised internationally for their ecological significance and protected under Commonwealth legislation.
The proposal has not been assessed under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), despite the clear requirement to evaluate potential impacts on matters of national environmental significance.
The increased noise, lighting, human activity, and infrastructure associated with the wakeboarding park pose substantial risk to migratory bird species, which rely on these wetlands as part of their annual movement patterns.
Disturbance to habitat conditions, especially during breeding and migration periods, could have long-term detrimental effects on these protected species.
Given the sensitivity of the RAMSAR site, it is inappropriate for the project to progress without thorough federal environmental assessment.
3. Traffic and Infrastructure Concerns
The proposed development will generate significant additional traffic, both during construction and ongoing operation.
Local roads are not designed to handle the increased volume associated with a high-capacity recreational facility.
Traffic congestion poses safety risks to local residents, visitors, and wildlife moving between wetland areas.
4. Lack of Local Workforce Capacity
The Barwon Heads and broader Bellarine region already experience chronic seasonal staffing shortages, particularly over summer when tourism demand peaks.
Local businesses routinely struggle to secure adequate staffing during peak periods.
Introducing another high-demand, labour-intensive commercial facility will further strain an already overstretched labour market, impacting the viability of long-standing local businesses.
5. Long-Term Environmental and Social Impact
The scale and nature of the proposal will fundamentally alter the rural and environmental character of the area.
The transformation from agricultural land to a water-intensive recreational facility represents a substantial shift in land use and undermines the long-term vision for the region.
Once established, the impacts cannot be reversed.
Conclusion
For the reasons outlined above—zoning inconsistency, risks to migratory birds, insufficient environmental assessment, increased traffic, and lack of workforce capacity—I strongly object to Planning Permit Application PP-1348-2020 and request that the City of Greater Geelong refuse the proposal.
