Petition updateStop the USTA takeover of Portland Tennis CenterMessage to Players: Clarifying What’s Really Happening With Portland Tennis Center

Many players have asked what is happening with PTC, USTA, and the City’s next steps. Because different and sometimes incomplete information has been circulating inside the building, people are understandably confused. I want to make sure everyone has the same accurate information so we can stay on the same page.

Here are the facts:

  • PTC is not losing money. It is revenue positive every year.
  • The City can afford to operate PTC. There is no financial crisis at the facility.
  • The discount program is not being abused. It is means tested and fully backfilled by the Parks Levy.
  • USTA is not taking over PTC. There is no agreement, no contract, and no decision.
  • PP&R has not committed to privatization. The idea was exploratory and required analysis.
  • Repairs are already budgeted. Maintenance delays were citywide, not unique to PTC.

About the discounted pass: Nothing has changed. The discount program still exists, it is means tested, and it is fully funded by the Parks Levy. The City has not made any decision about changing or reducing discounts, and there is no operator change underway. If any future proposal ever came forward, it would require a public process and a clear plan to protect discounted access. For now, players can continue using the discount program exactly as they do today.

USTA website: Some players also noticed that USTA created a website linked to PTC. USTA often makes these pages for facilities they are interested in, even when no agreement exists. It is a marketing step on their side, not a City decision. There is no contract, no approval, and no operator change underway.

About lights, the roof, and AC: Some players have heard that the City “doesn’t have money” to replace the lights, fix the leaking roof, or install proper AC. Maintenance delays were citywide, not specific to PTC. Roof and bubble repairs are already budgeted in PP&R’s capital plan, and lighting and HVAC upgrades are part of PP&R’s long‑term capital schedule. The issue was timing, not lack of money. None of these repairs require privatization or a change in operator.

Players deserve accurate information, and this update is meant to make sure everyone has the same facts.

Thank you for staying engaged and supporting our public tennis center.
