The United States Department of Agriculture (USDA) is responsible for regulating and licensing commercial dog breeding facilities, commonly known as puppy mills. These facilities are notorious for their inhumane treatment of dogs, often keeping them in cramped and unsanitary conditions without proper medical care or socialization.
