Subject: Petition to Stop the Unjust Catching and Treatment of Stray Dogs in Taman Raintree , Batu Caves and its Surrounding Area

We, the undersigned residents and animal lovers, carers, and activists of Batu Caves / Gombak are writing to express our strong opposition to the local council’s current practice of catching stray dogs. We understand the need to manage stray animal populations in the interest of public safety and health. However, we believe that the current approach is both inhumane and ineffective in addressing the root causes of the stray dog problem.


Our concerns are as follows:

 1. Inhumane Treatment of Stray Dogs:  We have witnessed or heard reports of stray dogs being caught in a manner that is unnecessarily aggressive and traumatic for the animals. Many of these animals are not dangerous but are instead abandoned, scared, or simply lost. They deserve a humane approach that prioritizes their well-being.

 2. Lack of Adequate Sheltering and Care: After being caught, these dogs are often taken to facilities that are overcrowded, under-resourced, and fail to provide the necessary care. In many cases, these animals face prolonged suffering due to inadequate medical attention, insufficient food, and poor living conditions.

 3. Failure to Address the Root Causes: Simply catching and removing dogs from the streets does not address the underlying issues of stray dog populations, which are often due to abandonment, lack of spaying/neutering programs, and irresponsible pet ownership. More sustainable and compassionate solutions should be explored, such as public education campaigns, subsidized spay and neuter services, and adoption drives.

4 . We even include a link to the video on social media platform X , showing how Majlis Perbandaran Selayang staffs handling the poor dog at Taman Raintree , Pangsapuri Putri Laksamana, which we believe are against the rules enforced by Kementerian Perumahan Dan Kerajaan Tempatan.

We respectfully request the council to:

 1. Suspend the current practice of catching stray dogs until a more humane and effective method is implemented.

 2. Implement a community-driven approach that involves animal welfare organizations, local residents, and veterinary experts to develop long-term solutions.

 3. Focus on preventive measures, such as mandatory spaying and neutering, microchipping, and responsible pet ownership campaigns.

 4. Ensure transparency and accountability in how stray animals are handled, treated, and, if necessary, rehomed or euthanized under strict humane guidelines.


We believe that the people of Taman Raintree especially, animal lovers and activists around this area value the compassionate treatment of all animals, and we urge the council to adopt policies that reflect this.

Please take immediate action to halt the unnecessary capture of stray dogs and work with the community to develop a better solution for both the animals and the residents of our town.
