The County’s Response: Executive Mello told us this week that Code Enforcement cannot test the toxic soil or stop the illegal RV park because the owner "refuses access."
The Truth: We found public court records showing the Pierce County Sheriff has entered the property at least 4 times (most recently March 2025 and Nov 2024) to help the landlord evict tenants. If the Sheriff can enter to protect the owner’s profits, the County can enter to protect our health.

Thank you for working towards clearing the water at S Tapps Dr E. However, we are concerned by the claim that the County "cannot access" the property to address the 7 active cases against Manna Lake LLC, including claims of illegal fill, sewage, and asbestos risks.
Superior Court records show the Sheriff's Department has accessed this property multiple times to enforce evictions (e.g. Case #24-2-06796-1). If the County can access the site to help the landlord, you can access the site to enforce safety codes.
We respectfully urge you to:
- Obtain an Administrative Warrant to test the soil and water for asbestos and sewage immediately.
- Issue an Order of Abatement to shut down this unpermitted commercial RV park. With 7 active code cases citing unpermitted electrical rigging and hazardous housing, this operation is a direct threat to human safety and public infrastructure, not just the environment.
Please do not let "voluntary compliance" stall public safety any longer.

Given that public records link the Governor of this LLC to a Federal Bank Fraud conviction (Case No. SA CR07-152-AHS), we urge you to conduct an immediate audit to ensure Pierce County taxpayers are not subsidizing this operation.
