CORRECTION: The activities described in this petition are occurring on the Manna Lake LLC properties (5310 189th Ave E), located directly behind the West Tapps Mini Storage. West Tapps Mini Storage is a locally owned business and is NOT the owner of the properties in question. We apologize for the confusion.

Who is Manna Lake LLC? While Manna Lake LLC has a local agent, public filings list the other governors as Russell Singer and David Euzarraga, both of California. Records indicate that the primary principal, David H. Euzarraga, has a history involving federal bank fraud (Case No. SA CR07-152-AHS). We are concerned that this history may reflect a disregard for regulations, as the entity appears to be operating without standard local oversight.

Why hasn't the County stopped this? We believe it is because the location is obscured. The properties in question (Parcels -011 & -012) are physically located behind the West Tapps Mini Storage.

The History: County records show Mr. Euzarraga previously owned the Mini Storage parcels but sold them in 2010.


The Current Situation: Manna Lake LLC retained the back lots. Because the operation is tucked behind a commercial business, it appears the violations go unnoticed from the main road.


Unpermitted Operations: We can find no record of health permits, fire inspections, or business licenses for the 30+ unit RV park currently operating on this residential land.

The Victims: It appears vulnerable tenants are paying rent for unpermitted housing. Pierce County records regarding a tenant death on the property (Case #82838) described conditions as an "electrical nightmare."


The Cost to You: Because the drainage has not been maintained, Pierce County is currently spending taxpayer money to pump water off the road.

The Potential Toxic Threat: The flooding is potentially washing through fill dirt which county documents suggest contains asbestos (Case #76782) and sewage (Case #79276).

The Violation: Despite being taxed as residential land, these parcels are being used to operate a high-density, 30+ unit commercial RV park. This misclassification allows the owners to avoid commercial property taxes and safety inspections.
