Stop the theft! Investigate and Reform Chicago’s Eviction Court

The Issue

To: Chief Judge Timothy Evans of the Circuit Court of Cook County, Illinois Judicial Inquiry Board, U.S. Department of Justice, and the Public at Large

We, the undersigned, call for an immediate and independent investigation into the systemic corruption, judicial misconduct, and abuse of power within the Eviction Division of the Circuit Court of Cook County, particularly in cases involving self-managed homeowners' associations and fraudulent property seizures.

Why This Matters

Chicago residents—renters and homeowners alike—are being subjected to illegal evictions, many of which are facilitated through:

  • Fraudulent paperwork
  • Unfiled, unstamped court motions used to mislead defendants
  • Judges ignoring or actively aiding misconduct
  • HOAs acting with impunity and without legal accountability
  • Missing documents and court records

These are NOT isolated incidents. They are part of a disturbing pattern in which:

  • Tenants and homeowners are stripped of their rights without due process.
  • Judges routinely refuse to recuse themselves despite clear bias.
  • Court personnel facilitate illegal practices, creating a system that is stacked against pro se litigants and vulnerable residents.
  • Property theft is being facilitated under the guise of “eviction,” especially targeting communities of color (primarily Black and Latino).

A Personal Story

Two victims, mother (Pearlean Johnson) and daughter (LaTosha Johnson), who have spent nearly 5 years fighting the self-managed HOA, Stratford House on the Lake Board. The Johnsons have owned their condo unit for almost five years and had an illegal eviction filed against them when they requested financial transparency regarding how the Stratford House on the Lake Board was spending the Association's funds. 

One of Stratford House on the Lake Board's attorneys, James A. Slowikowski, from law firm Dickler, Kahn, Slowikowski & Zavell, Ltd. sent the Johnson’s an email stating the following, "…You have no authority or permission to contact the Association’s CPA nor any vendor of the Association. You are not a member of the Board of Managers. The Board will not provide you the contact information for the CPA or any Association vendor…” Attorney James A. Slowikowski's response is in direct violation of the Illinois Condominium Property Act.

The Johnson’s have been forced to endure nonstop harassment, all while judges refused to hold anyone accountable. When the Johnson’s challenged the violation of their rights, they were met with retaliation, fraud, systemic obstruction, etc.

  1. 🔍 A federal investigation into the practices of the Chicago Cook County eviction courts.
  2. ⚖️ Immediate review of current and past cases where illegal evictions may have occurred.
  3. 🧾 A forensic audit of all self-managed HOAs operating in Chicago Cook County.
  4. 🎥 Mandatory video recording and transcription of all court hearings to prevent transcript tampering.
  5. 🚫 Accountability and disciplinary action for judges and attorneys found complicit in misconduct.
  6. 💬 A public hearing or town hall where victims can safely share their stories and demand justice.
