STOP THE SUFFERING!!! Shut down the puppy mill known as Clearwater Kennel in Morrison County, Minnesota!
The Issue
Wanda (McDuffee) Kretzman has been breeding dogs in puppy mill conditions for many years. She has received violation after violation from the USDA and is out of compliance with her Conditional Use Permit from Morrison County.
Wanda Kretzman runs Clearwater Kennel, Inc., The facility is located at 24302 Hwy 10, Cushing, MN, 56443. During the last USDA inspection on August 5th, 2015, she had 1,229 dogs --- 808 adult dogs and 421 puppies. The dogs are contained in cages in a large barn. Floors are full of holes so feces can drop below the cages. The noise levels with the barking is deafening. There are no soft beds or grassy areas for them in which to frolic. They are prisoners for profit being bred over and over until they no longer produce. Puppies are sold to brokers who sell them to pet stores across the country. Adult dogs are sold at auction or worse.

Morrison County granted a Conditional Use Permit to the property in 2001. The conditions are outlined here:
A. Manure Management Plan
B. Cap adult number of dogs at 800
C. Comply with USDA regulations
Wanda Kretzman is in CLEAR VIOLATION of the Conditional Use Permit.
First, she has over 800 adult dogs as reported by the USDA during the most recent inspection. (https://acissearch.aphis.usda.gov/LPASearch/faces/Warning.jspx;jsessionid=7f00000130d8de144e39fdf54f549900c1e9b476a9eb.e38Obx8Sb3yQby0La3iRaO0)
Second, she has not complied with USDA regulations as evidenced by years of non compliance outlined in inspection reports. ( USDA inspection reports can be found here: http://www.humanesociety.org/assets/pdfs/pets/puppy_mills/usda-wanda-kretzman.pdf )
Third, the "manure management plan" is a handwritten note stating that dog feces will be spread over the land. There is much controversy over land application of dog feces and this is cause for great concern. An environmental impact study should be conducted to see if groundwater, land or the river running through the property have been adversely affected by over a decade of dog feces/urine being deposited on the property.
