Stop the Rezoning of Conservation Area | Moccasin Wallow Road for Commercial, Multi-family
The Issue
We, the undersigned residents of Del Webb BayView Community, respectfully petition against the proposed rezoning of 47 acres currently designated as [A] General Agriculture, including Conservation Area, and 75 acres as [PDR] Planned Development Residential Use to 20 acres of [PDMU] Planned Development Mixed Use (Residential and Commercial), resulting in approval of a General Development Plan “Large Project”. We understand this Large Project is to include large commercial and three (3) story multi-unit and cottage housing, ALL units will be affordable.
Residential Impact: The approval of a "Large Project" for a mixed use of up to 1112 single family detached and multifamily residential units, and up to 250,000 square feet of commercial use. The project site is surrounded by current and planned multiple high-end communities with over 2,000 homes. The development threatens to lower property values and reduce property tax revenue. This project presents numerous risks to our residents and the Parrish Community:
- Environmental Damage of Agricultural / Conservation / Wetlands: The proposed changes of the development area will contribute to the destruction of natural habitats, green spaces, increased pollution, and harm to wildlife, which are essential to the character and health of our community. Agricultural land is vital to maintain our local ecosystems, including endangered species. Our community members love sharing online posts of Fish and Wildlife finds on our property.
- Community Character: The developer of Del Webb BayView spent approximately $1.3 million on the entrance, sign and fountains to enhance the character of the community and approximately $16.5 million on the design and construction of the amenity center. This project will fundamentally alter the character of our neighborhood and the surrounding communities, turning a quiet residential area into a bustling commercial zone, which is not in line with the community's values and vision.
- Exacerbation of Flooding Issues: Northern and Eastern Manatee County has recently experienced significant flooding, and the construction of a large buildings and parking lot will only worsen these conditions. The development's impermeable surfaces will increase runoff, leading to higher flood risks for nearby homes and properties, which are already vulnerable.
- Visual impact: The proposed height of the 3-story homes and commercial buildings will significantly alter the landscape, obstructing residents' views of the natural green spaces that are a valued part of our community.
- Light Pollution: The 24/7 operation will bring significant nighttime light pollution, disturbing the peace of our residential community and impacting the natural night environment.
- Noise Pollution: The constant activity associated with commercial businesses, including deliveries and customer traffic, will lead to a significant increase in noise levels, disrupting the quiet atmosphere that residents currently enjoy.
- Long-Term Infrastructure Strain: Beyond just traffic, the development can strain local infrastructure, including water, sewage, and electrical systems, which were not designed to support a large commercial development.
- Public Safety: The increase in traffic and activity can potentially lead to more accidents or crimes in the area, impacting the overall safety and security of our neighborhood.
We, the undersigned residents, urge the Manatee County Planning Commission and the Manatee County Board of Commissioners to reject any zoning variations for this project, as a Large commercial development of this magnitude is fundamentally inconsistent with the current Manatee County Comprehensive Plan. It is essential to preserve the integrity, safety, and character of our community.
