STOP the Rehab/Detox Expansion: Protect Santa Rosa’s Neighborhood Shopping Centers

The Issue

We, the residents of Santa Rosa, urge the City Council to UPHOLD the appeal and DENY the 300% expansion of the Pura Vida facility at 5761 Mountain Hawk Dr.

Our neighborhood shopping centers are meant for daily essentials—groceries, coffee, and local services. Converting a local plaza into a 24-bed regional institutional hub violates the integrity of our General Plan and sets a dangerous city-wide precedent.

Why we are asking the Council to vote NO:

  • Zoning Incompatibility: This is a high-intensity medical/institutional use being forced into a "Neighborhood Commercial" zone. It provides no daily service to local residents.
  • Public Safety Risks: The facility is located in a high-fire-hazard zone with limited egress. Tripling the occupancy increases the risk to residents and neighbors alike.
  • Biased Support: The "business support" cited by the applicant comes from their own tenants. We believe the voices of 400+ independent families must carry more weight than those with a financial conflict of interest.

If this expansion is allowed in Skyhawk, no neighborhood plaza in Santa Rosa is safe from similar institutional conversion. We demand that the City Council protect the "Complete Neighborhood" vision of our city.
