STOP THE PROPOSED 20-METRE TELECOMMUNICATIONS MAST AT CROMWELL LANE & GENNERS LANE
❗ OBJECT TO PLANNING APPLICATION 2026/05604/PA ❗
To Birmingham City Council and the relevant planning decision-makers:

We, the undersigned residents and members of the local community, are calling on Birmingham City Council to refuse or decline prior approval for planning application 2026/05604/PA, proposing a telecommunications mast of approximately 20 metres in height at the junction of Cromwell Lane and Genners Lane, Bartley Green.

We understand the importance of reliable mobile and telecommunications services. However, we believe that the proposed height, location, visual impact, proximity to residential properties and associated equipment require much greater scrutiny.

We are asking Birmingham City Council to listen to local residents and properly investigate whether a more suitable location or less intrusive solution exists.

OUR CONCERNS
📍 1. THE LOCATION IS INAPPROPRIATE
The proposed mast would be positioned at the junction of Cromwell Lane and Genners Lane, within an established residential community.

We believe a structure of this scale should not be placed in such a prominent location without a thorough assessment of alternative sites.

🏗️ 2. THE PROPOSED 20-METRE HEIGHT
A 20-metre telecommunications mast, together with antennas, transmission equipment, cabinets and associated infrastructure, would be a substantial and highly visible addition to the local environment.

We are concerned about its effect on:

The character and appearance of the area.
The outlook from nearby homes.
Local visual amenity.
The surrounding streetscape.
Residents who live close to the proposed installation.
🏘️ 3. IMPACT ON RESIDENTIAL AMENITY
Residents should not be expected to accept a large telecommunications structure simply because improved connectivity is desirable.

The Council should carefully consider the effect of the proposal on people living closest to the site and whether the development could be relocated or redesigned to substantially reduce its impact.

📡 4. HEALTH AND EMF CONCERNS
Residents have legitimate questions about exposure to radiofrequency electromagnetic fields (RF-EMF) from telecommunications infrastructure.

We acknowledge that UK guidance requires relevant telecommunications installations to comply with applicable ICNIRP exposure guidelines.

We are not claiming that this particular mast has been scientifically proven to cause cancer or illness.

However, we believe residents should be given clear, accessible and independently verifiable information about the actual proposed installation.

We therefore ask for:

Details of the transmitting equipment.
Frequencies and power levels.
Predicted RF-EMF exposure levels around the site.
Information about exposure at publicly accessible locations.
Consideration of cumulative exposure from relevant existing telecommunications infrastructure.
Confirmation of ICNIRP compliance.
Clear identification of any areas where access restrictions may be required.
Independent scrutiny of the operator's calculations and certification.
Appropriate post-installation EMF measurements.
Our position is simple:

We are asking for evidence, transparency and independent verification — not misinformation or fear.

🔎 5. ALTERNATIVE SITES MUST BE PROPERLY INVESTIGATED
Before approving this installation, we ask the applicant and Council to demonstrate that reasonable alternatives have been properly considered.

This should include:

Existing telecommunications masts.
Existing buildings and structures.
Mast sharing or co-location.
Alternative sites further from residential properties.
Less visually intrusive locations.
Lower or less intrusive designs.
If comparable network coverage can be achieved elsewhere with significantly less impact on the community, those alternatives should be properly considered.

📊 6. CUMULATIVE IMPACT
We ask the Council to consider the wider telecommunications infrastructure already present in the surrounding area.

The proposed mast should not be assessed in isolation.

Residents deserve to understand the combined effect of existing and proposed infrastructure, including visual impact and relevant RF-EMF exposure.

🚶 7. HIGHWAY AND PEDESTRIAN SAFETY
Because the proposed site is at the Cromwell Lane/Genners Lane junction, we ask for careful consideration of:

Pedestrian safety.
Cyclist safety.
Driver visibility.
Highway visibility.
Public transport users.
Emergency access.
Maintenance vehicles and future maintenance works.
🌳 8. PROTECT THE CHARACTER OF BARTLEY GREEN
We believe necessary telecommunications infrastructure can and should be provided in a way that respects the communities in which it is located.

Bartley Green should not have to accept an unnecessarily prominent structure if a more appropriate alternative can be found.

WHAT WE ARE ASKING FOR
We call upon Birmingham City Council to:

❌ REFUSE / DECLINE PRIOR APPROVAL FOR APPLICATION 2026/05604/PA.
Alternatively, before allowing the proposal to proceed, we ask the Council to require:

1. A proper assessment of alternative locations.

2. Full details of the proposed telecommunications equipment.

3. Full site-specific RF-EMF exposure information.

4. Consideration of cumulative exposure.

5. Independent verification of EMF compliance information.

6. Appropriate post-installation EMF measurements.

7. A thorough assessment of visual and residential impact.

8. A proper highway and pedestrian safety assessment.

9. Consideration of a less intrusive location, height or design.
