Stop the Passage of the Bastardized Animal Welfare Act 2022 of Sri Lanka
The Issue
To the attention of His Excellency the President of Sri Lanka, Ranil Wickremasinghe.
PLEASE DO NOT ALLOW THE PASSAGE OF SRI LANKA’S BASTARDIZED ANIMAL WELFARE ACT OF 2022 AS IS.
We appeal to our President to give a fair hearing to us a group of Sri Lankan Citizens to present our factually based concerns before damning our animals into perpetual hell with zero legal redress.
Smt. Maneka Sanjay Gandhi, a senior-most Member of the Indian Parliament and a widely recognized Animal Welfarist / Rights Activist having significant experience in the matters of animal welfare legislation promoting humane and ethical considerations issued a Media Statement after we briefed her on the draconian legislature about to be passed in Sri Lanka. In it she appealed:
“I am appealing to the President and the Government of Sri Lanka NOT to pass a supposed Animal Welfare Act which is in reality a pro-butcher, anti-animal Act. I can understand this happening in any other country but Sri Lanka which is gentle and so close to nature?”

Let alone an Animal Welfarist / Rights Activist / Lover, if you are a human being with a conscience and a heart and a brain in the right places, you will not want Sri Lanka’s Animal Welfare Act of 2022 passed AGAINST THEIR PROTECTION.
This Act if passed will be a national and international disgrace, slamming Sri Lanka as a country of Government-aided Animal Cruelty, hot on the trails of Sri Lanka’s treatment of Sak Surin, which brought a hugely negative backlash on Sri Lanka’s treatment of animals, particularly Captive Elephants.
FACT: THIS ACT, IF PASSED AS IS, WILL LEGALLY DAMN ANIMALS IN SRI LANKA DEVOID OF ANY PROTECTION.
DO NOT be a party to say “Aye” to the passage of Sri Lanka’s Animal Welfare Act of 2022 which has been manipulated to such an extent that it does not protect animals anymore, but is heavily weighted to IRONICALLY PROTECT THE HUMANS WHO USE ANIMALS IN THE MEAT AND EGG INDUSTRY AND IN LIVE ANIMAL EXPERIMENTS, seeing to it that the traders and live animal experimenters are in CONTROL of the PROTECTION THE RECEIVE FROM THE “ANIMAL WELFARE ACT” without any legal challenge, having got these animals exempted from the protection of this Act by adding a new Clause – Clause 18 – and shamelessly manipulating to fortify the Animal Welfare Advisory Committee in an open display of partisanship, where through deliberate, calculated, and sweeping changes have provided room for the Advisory Committee to be packed with members representing the ‘USERS OF ANIMALS FOR CONSUMPTION AND TRADE’ rather than the ‘CARERS’ AND ‘VOICES’ FOR ANIMALS, who are reduced to next to nothing in the Act, making any reasonable person wanting to QUESTION “IF THIS IS INDEED AN ANIMAL WELFARE ACT.
In allowing Live Animal Experiments and even testing animals on cosmetics, the full freedom is given to any individual to use live animals in experiments as s/he wishes. There are no checks and balances and no accountability. It is purely discretionary. The life of an innocent animal is made cheap and placed at the disposal of a human being who is not required to account for the murder of a non-human being under the guise of conducting experiments (even fake experiments).
Upon being briefed factually by us Smt. Maneka Sanjay Gandhi had this to say
“In India all experiments on animals are forbidden in school and college teaching centres and the CPCSEA is a body that regulates any research that involves animals. Most experiments are now through computers. Your Act exempts live animals in experiments from protection, allowing them to be used in teaching or any experiment without any regulation or thought of their wellbeing. There are international guidelines for accepting any research and unless Sri Lanka adopts the 3 Rs – Replacement, Reduction and Refinement – and switches to alternatives, most of your research will not accepted as science anywhere in the world.
India has banned the use of animals in cosmetics. We have even stopped cosmetics from being sold that have been experimented on abroad.
Basically this is an Act that allows and condemns animals to permanent suffering without legal address while pretending to do the opposite.”
How democratic is the ongoing one-sided manipulations seeking EVEN “MORE PROTECTION AGAINST ANIMALS” TO CERTAIN HUMANS, at a penultimate stage of it in the Parliament Oversight Committee?
