Stop the Overdevelopment of HMOs – Protect Family Homes in Horwich

In the last year, our community has seen a rapid increase in Houses in Multiple Occupation (HMOs). While we understand the need for affordable housing options, the unchecked proliferation of HMOs is having a negative impact on our area—reducing the number of family homes, overburdening local infrastructure, and altering the fabric of our neighbourhoods.

This is not a campaign against the people who live in HMOs, but against a policy that allows uncontrolled development at the expense of our existing community. We believe that local families deserve a chance to remain in the area, and that housing policies should prioritise a balanced and sustainable approach.

Why This Matters
Loss of Family Housing – More and more family homes are being converted into HMOs, making it harder for local families to find suitable, long-term housing.
Strain on Local Services – A high concentration of HMOs increases pressure on parking, waste collection, GP surgeries, and schools, affecting the quality of life for everyone.
Community Stability – High turnover in HMOs can lead to a loss of community spirit, as long-term residents are replaced by short-term tenants with no investment in the local area.
Poorly Regulated Growth – Many HMOs are created without proper oversight, leading to substandard living conditions for tenants and disruption for neighbours.

We urge Bolton Council to:
