152-R-22 Consulting Services, Off-Leash Dog Area Policy

OVERVIEW
The City of Markham’s Park Planning team is seeking a qualified consultant to prepare an Off-Leash Dog
Area Policy that will serve as a decision-making tool to guide citywide off-leash facility planning, site
selection, design, and operations of off-leash dog areas in the City.
Building on past guidelines and updating for today’s needs, the Policy will define the planning framework,
decision-making process and policies for establishing new off-leash dog areas throughout the City, including
how to engage the community, members of Council and other stakeholders. The Policy will specify the
criteria for selecting and evaluating appropriate sites and provide updated guidelines for designing off-leash
dog areas. The Policy will include a review and recommendations of different sub-types of off-leash dog
areas, including smaller dog-runs and other considerations for varying urban and suburban contexts. The
Policy will also discuss the role that new development can play in providing complementary dog-related
facilities.
There are several departments at the City of Markham, including Operations, By-Law and Animal Care who
are important stakeholders in the project. Successfully engaging the broader community and Markham
residents will be critical to gathering valuable input and building consensus as part of the work plan. Once
endorsed by Council, the Policy will be used to guide the implementation of off-leash dog areas.
The key outcomes of the Work include:
i) Successful engagement and buy-in from key stakeholders, and residents;
ii) Clear decision-making framework and policies for establishing new off-leas areas;
iii) A list of criteria for evaluating and selecting sites;
iv) Guidelines for designing and operating off-leash areas;
v) Draft Rules of Conduct for off leash areas and recommendations for any updates to Animal Protection
By-law; and
vi) Endorsement of the Off-Leash Dog Area Policy by Council.
BUDGET
The upset limit established for this Contract is $50,000, inclusive of ALL Work requirements, deliverables,
disbursements, expenses (including travel) and associated fees over the Contract Term, and exclusive of
HST.
PROJECT TIMELINE
The Successful Bidder is expected to commence work by August 2022. All deliverables shall be complete
within four (4) months from the award of the Contract. It shall be the responsibility of the Successful
Bidder to ensure that the project remains on schedule and on budget.

The Specifications and Scope of Work (collectively, the “Work”) for this project are as set out in this
Request for Proposal, as may be amended by addendum issued by the City. It is the responsibility of all
Bidders to visit the site as needed prior to submitting a Bid and to have a complete understanding of the
context as it relates to the project.

BID SUBMISSION
The Corporation of the City of Markham shall ONLY accept ELECTRONIC BID SUBMISSIONS
submitted through the City’s Bidding System Website. Bid submissions submitted and/or received by any
other method shall be rejected, unless the City has instructed otherwise by published Addendum.
All Bids must be submitted electronically only via the Bidding System, no later than the specified Closing
Time. Late Bids will not be accepted by the City’s Bidding System.
Bidders are cautioned that the timing of Bid Submission is based on when the Bid is RECEIVED by the
Bidding System, not when a Bid is submitted by a Bidder, as Bid transmission can be delayed in an “Internet
Traffic Jam” due to file transfer size, transmission speed, etc.
