Petition to the Georgia General Assembly and the Clayton County Legislative Delegation


We, the undersigned residents, taxpayers, parents, business owners, and supporters of Clayton County and surrounding communities, call upon our state legislators to support legislation in the 2027 Georgia General Assembly to deannex the more than 400-acre property that was annexed into the City of Lovejoy for the proposed construction of 15 data centers and two electrical substations.

This property, located between Eddie White Academy and Matthews Trail, was historically part of unincorporated Clayton County. Many of the residents whose homes directly border this property were never given a meaningful opportunity to voice their concerns before the annexation occurred.

This development would permanently transform a wooded area and surrounding natural resources into one of the largest industrial data center complexes in our region.

Why We Oppose This Development
We believe this project poses significant risks to our community, including:

  • Destruction of hundreds of acres of trees, wildlife habitat, and natural green space.
  • Increased demand on local water resources and electrical infrastructure.
  • Construction of two large electrical substations adjacent to residential neighborhoods.
  • Increased traffic, construction activity, noise, lighting, and industrialization near homes.
  • Potential impacts on students, teachers, and families attending nearby schools.
  • Reduced quality of life for surrounding neighborhoods.
  • Possible negative effects on property values.
  • A lack of meaningful public engagement with the residents most directly affected by the annexation and proposed development.

We Support Deannexation
We commend Commissioner Tashé Allen for requesting legislation to return this property to unincorporated Clayton County.

Deannexation would restore local oversight and ensure that future decisions regarding this property are made through a process that provides greater transparency, accountability, and public participation.

Our communities deserve development that balances economic growth with environmental stewardship, responsible planning, and respect for the people who live here.

Our Request
We respectfully ask the Georgia General Assembly and the Clayton County Legislative Delegation to:

  • Support legislation in the 2027 legislative session to deannex the proposed data center property from the City of Lovejoy.
  • Ensure that residents directly affected by future land-use decisions have meaningful opportunities to participate in the process.
  • Protect our neighborhoods, schools, forests, water resources, and quality of life.
  • Oppose large-scale industrial development on this property unless the concerns of the surrounding communities have been fully addressed through a transparent public process.
