The Los Angeles County Department of Animal Control (LADAC) answers to no one. 

We are petitioning the Los Angeles County Grand Jury to open an investigation of the LADAC for civil rights violations and illegal euthanasia of animals.

We allege that the LADAC is a corrupt agency that abuses unlimited and unsupervised power to deny due process, violate the constitutional rights of citizens, and violate state law and county code.   We further contend that LADAC secures warrants using lies and misinformation and conducts illegal searches, unlawfully seizes property and then charges exorbitant custody fees.  The agency is guilty of wasting taxpayer money, unevenly applying the law, arbitrarily issuing orders, failing to understand applicable code, making false threats of legal action, failing to post legally required notices, denying citizens the right to a hearing, failing to file charges in a timely manner, threatening, exceeding the scope of jurisdiction, and of intimidation.  

In addition, we allege that career promotions and fiscal benefits prevent cooperation with rescues and motivate LADAC employees to illegally remove animals from optimal conditions only to warehouse them in overcrowded, understaffed centers.

In the interest of civil rights and the health and welfare of thousands of innocent animals, the undersigned respectfully urges the honorable men and women who serve on the grand jury to review the evidence and fully investigate these claims.
