Protect Davidsonville's Property Values and Quality of Life

Davidsonville is one of Anne Arundel County's most treasured rural communities. Its rolling farmland, horse farms, scenic roads, and open spaces are what make it one of the most desirable places to live in Maryland. These qualities support strong property values, preserve our agricultural heritage, and define the unique character of our community.

Today, that character is at risk.

The proposed SCCS 2 Industrial Solar Project would place a large commercial electrical generating facility on productive farmland along Governors Bridge Road. While Maryland law allows the Public Service Commission to approve certain utility-scale energy projects even when they conflict with local zoning, this proposal is fundamentally inconsistent with Anne Arundel County's carefully adopted land-use regulations and the vision County residents have worked for decades to protect.

This project is simply the wrong project in the wrong location.

 
It Conflicts with Anne Arundel County Law
Anne Arundel County adopted community solar regulations after years of public input to strike a balance between renewable energy and the preservation of farmland and rural communities.

The County limits community solar facilities to:

No more than 25% of the property's net site area, or
20 acres, whichever is less.
The SCCS 2 proposal would utilize approximately 24.4 acres of a 28.8-acre parcel—approximately 85% of the entire property.

This is more than three times the development intensity contemplated by Anne Arundel County's ordinance.

 Convert Productive Farmland into an Industrial Power Facility
The proposal would permanently transform productive farmland into a commercial electric generating facility.

Instead of fields supporting agriculture, the site would contain:

Extensive solar panel arrays
Security fencing
Gravel access roads
Electrical equipment and transformers
Utility infrastructure
This is an industrial use—not an agricultural one.

 Remove Valuable Farmland from Agricultural Production
Davidsonville is one of Anne Arundel County's premier agricultural communities.

Converting productive farmland to industrial use means:

Less land available for farming
Reduced local agricultural production
Loss of open space
Erosion of the rural landscape that defines Davidsonville
Once farmland is converted to industrial use, it may never fully return to productive agriculture.

Change the Character of Governors Bridge Road
Governors Bridge Road is recognized for its scenic beauty, farms, horse properties, and historic rural landscape.

Placing an industrial solar facility along this corridor would fundamentally change the character of the area for residents, visitors, and future generations.

 Put Property Values and Quality of Life at Risk
Residents living near the proposed project have expressed concerns regarding:

Potential impacts on residential property values
Visual impacts from large-scale solar arrays and security fencing
Construction traffic, noise, and dust
Stormwater runoff and drainage
Loss of scenic views
Impacts to neighboring farms and agricultural operations
For many families, their home represents their largest financial investment. They deserve to have these concerns taken seriously.

 Set a Dangerous Precedent
If this project is approved despite its significant conflict with Anne Arundel County's land-use regulations, it will become increasingly difficult to prevent similar industrial developments on productive farmland throughout the County.
