On Tuesday morning, community members with Washington County Indivisible and Hagerstown Rapid Response will gather outside the Washington County Commissioners meeting to mark every person who has died at the hands of ICE and Customs and Border Patrol since President Donald Trump took office.
Using sidewalk chalk, protesters will draw a body outline for each death, turning the space outside the BOCC building into a stark memorial and a warning about what is at stake if the proposed ICE detention warehouse moves forward in Washington County.
The demonstration comes as commissioners revisit a vote on purchasing riot gear for local law enforcement, a measure that was previously delayed after public protests and has since increased in cost from $94,592.99 to $118,639.
The message is simple: if this facility opens, the consequences of detention will no longer be distant headlines. They will be here, in our own community.
Tuesday’s action is part of the ongoing weekly protests led by Washington County Indivisible and Hagerstown Rapid Response outside the commissioners’ meetings, as residents continue to demand transparency, accountability, and an end to plans for the proposed ICE detention facility.

WHEN: Tuesday, April 14, 2026 and gathering begins at 8:30 AM; commissioners meeting starts at 9:00 AM
