The Issue

To: The Howell Township Council

We, the undersigned residents of Howell Township, urge the Township Council to reject the proposed PILOT (Payment in Lieu of Taxes) for the Howell 360 Urban Renewal project.

The Howell 360 project consists of 360 rental units, including 252 market-rate units and 108 deed-restricted affordable housing units, along with a clubhouse and 718 parking spaces. The project has already received redevelopment zoning, Planning Board approvals, and all land-use permissions required under Howell Township’s 2018 court-approved affordable housing agreement. Despite this, the developer is seeking a long-term PILOT that would exempt the project from full property taxation for up to 30 years, shifting the tax burden away from the project and onto Howell residents while excluding the local school district from any PILOT revenue.

Why This PILOT Should Be Rejected
1. Howell Township Has Fulfilled Its Court-Approved Obligations
The Township has already done what the 2018 agreement required by adopting the necessary approvals to allow the project to proceed.

2. A PILOT Is Optional — Not Required
A PILOT is a discretionary financial incentive, not something a developer is automatically entitled to because affordable units are included.

3. This Shifts the Tax Burden to Residents
Granting a PILOT reduces conventional property tax revenue and can shift costs to homeowners and small businesses while impacting funding for schools, public safety, roads, and municipal services.

4. Zoning and Approvals Were the Consideration — Not Tax Abatement
The developer already benefited from high-density zoning, redevelopment status, and local approvals. Those approvals satisfied the Township’s obligation.

5. Protect Transparency and Fiscal Responsibility
Residents deserve clear, responsible decision-making—especially for agreements that can impact taxes and budgets for decades.

What We Are Asking For
Reject the 30 year PILOT for Howell 360
Require the project to pay full conventional property taxes
Uphold the 2018 court-approved affordable housing agreement
Protect residents from unnecessary tax shifts and long-term revenue loss
Attend the Council Meeting and Speak Up
