On July 22, 2020, the Ministry of Foreign Affairs of Japan published the following announcement:

It provides a way back into Japan for all non-Japanese residents of Japan who are holding a reentry permit and who temporarily left Japan before the entry ban was implemented. Besides a PCR test that was done not longer than 72 hours before reentry to Japan, non-Japanese residents who wishes to reenter must obtain a document of confirmation from the nearest diplomatic mission of Japan. According to news reports the daily quota of non-Japanese returnees will be limited to 500 people per day. According to reports the number of non-Japanese residents of Japan who can reenter under those new rules is more than 90,000, so without any future change of the quota it would take at least half a year until everybody would be back.

This new rule is far from perfect, but it is better than the policy until now. While I hope for further relaxation, I will continue to monitor the situation and will keep this petition running for the time being. Even with this announcement of change at hand, there is still uncertainty in regard of how this new system will work out, and it also could be revoked at a whim. This is why I’ll keep this petition running.

7月22日の外務省の発表について

令和2年7月22日に外務省は水際対策の変更を発表しました。発表の正式の日本語書類は以下の通りです：

要するに、今後入国拒否措置が導入される前に日本を再入国許可の上出国した外国人住民（在留外国人）は日本に再入国できるようになります。日本に再入国する72時間以内に受け取ったPCR検査の他に担当大使館等日本の外交施設からの確認書が必要とのことです。

報道によると、この新しいルールで再入国できる人数は1日500人です。足止めとなっている人数は9万人以上だと報道されていますので、途中で変更がなければ、足止めになった外国人住民が全員再入国できるまで最短半年ぐらいかかることになります。

理想的な解決ではありませんが、今までの方針より増しです。今後さらなる緩和を期待したいとともに、事情を観察しながら本陳情書の署名の募集を当分の間継続させます。このような変更が発表されましたが、このルールによる再入国は今後の実践がどうなるか、しっかり観察する必要がありますし、いつの間にか取り消される可能性も否定できません。そのため、本陳情書への署名の募集をしばらく続けます。
