We, the concerned citizens of Arcadia and neighboring communities, strongly oppose the proposed Elara housing project at 4217 E. Live Oak Avenue in unincorporated Arcadia. This six-story development, including supportive units for the homeless with mental health challenges, raises serious concerns about public safety, infrastructure, and community impact.

While we support affordable housing and care for the unhoused, the Elara project, as planned by Affirmed Housing, lacks transparency and fails to address key issues affecting residents and businesses.

Why We Oppose the Elara Project:

1.  Public Safety Risks & Lack of Oversight

Affirmed Housing’s past projects, like Windsor Pointe in Carlsbad, have led to significant safety concerns, including hundreds of police service calls related to drugs, mental health crises, and violence. The Elara project includes 45 permanent homeless supportive housing units without clear plans for oversight or security, putting Arcadia at risk.

2.  Traffic, Parking, and Infrastructure Strain

With only 23 parking spaces for 95 units and a 270-unit development next door, the project will worsen congestion and pedestrian safety. Additionally, environmental and infrastructure impacts must be fully assessed to ensure the site is suitable for residential use.

3. Lack of Transparency & Community Input

The developer is seeking over $40 million in public funding without clear accountability. Past projects have disregarded local zoning standards, and Arcadia residents deserve transparency, enforceable commitments, and a say in the development process.

What We Demand:

• Halt the Elara Project: This includes suspending business licensing, withholding building permits, and denying any public funding for the project.
• Conduct a full community impact study addressing safety, traffic, environmental, and infrastructure concerns.
• Enforce legally binding commitments for oversight, security, and accountability.
• Ensure transparency and community input at every stage of the process.

開發商正向政府申請 超過 4000 萬美元的公共資金，但資金用途不透明。此外，該公司過往曾 無視當地城市規劃標準，居民有權要求項目 公開透明，並設立可執行的監督機制。
