Stop the E-bike and E-Scooter menace by raising the age limit, licencing, training, taxing
The Issue
2023 I was knocked down by an illegal e-bike. Two years later (2025) I am walking with sticks, experiencing PTSD and panic attacks. I was lucky. Increasingly the media report serious injuries sustained by people of all ages. Some of those injuries tragically result in a death. Two examples recently a five year old child with severe head injuries. A 56 year old lady died in London has a result of an e-bike incident. Not only do e-bikes cause injury to riders, members of the public, but they can result in causing injury due to fire. London Fire Brigade Statistics (Guardian Newspaper June 2025) identify increasing call outs and risk to members of the public. 8 incidents in 2019 - 116 in 2022 - 179 in 2023.
E bikes and e-scooters need to face tougher legislation and restriction. Increased legislation needs to encompass, raising the age limit, licencing and taxing the vehicle, and training as in learner drivers.
There is a challenge for police forces across the country to deal with the ongoing pressures of e-bikes across the streets and parks of towns and cities across the country. Powers for every police force need to be updated, consistent and comply with agreed standards. In conversation with a police constable in my local area, I was told that "they were afraid to chase the e-bikes, because if they cause an accident they will go to prison." Summarising this conversation it would appear that this particular police force feel they do not have sufficient authority to tackle the menace and criminality of illegal e-bikes and e-scooters.
It would appear that there needs to be not only as already discussed new legislation to prevent illegal use of e-bikes/e-scooters, but new legislation that provides for and allows the police to do their job.
If the situation does not change then there will be more injuries to members of the public. These injuries can lead to increasing the burden and budget of an already overstretched NHS and other clinical services such as Victim Support, Talking Therapies. The impact of those who have been injured and family members may find themselves missing out financially due to needing time of work.
The Government needs to seriously make the menace of e-bikes and e-scooters a priority to be dealt with as soon as possible.
