The person who sent us “THAT” evidence (the evidence that the RSPCA failed to send to their assigned officer) did so in complete confidence and requested full anonymity. They agreed for the footage to be shared only with the authorities, and made it absolutely clear it must go no further, for their own safety. We respected this person's wishes, and couldn't agree more with them. That’s exactly why we have never shared the video publicly.

We made this crystal clear to both the RSPCA and Surrey Heath Borough Council. The footage was shared solely so the authorities could see what had happened, not for anyone connected to the business to view.

And yet, what did Surrey Heath Borough Council do?

They showed the video to Fiona herself.

This should never have happened. The council has now put this individual in danger and committed a serious breach of trust and GDPR.

What’s worse is how it came to light. The council casually mentioned it in the middle of an email, as if it were nothing. No warning, no explanation, no accountability. Just a throwaway line revealing that they had done the very thing we warned them not to do.

Of course, Fiona is now denying everything. But why would she admit to wrongdoing? Her denials do not hold up under scrutiny.

The footage shows Jon, the tea room’s former rabbit handler, with one of Fiona’s own rabbits. The original sender has since allowed us to share a small amount of context: Jon took a baby rabbit home because the mother had stopped feeding them properly (a direct result of the repeated handling at the time). This is when the incident in the video occurred.

This was not a one-off mistake. The evidence we’ve gathered shows a repeated pattern of neglect and cruelty under Fiona’s watch. Jon no longer working there does not erase Fiona’s responsibility.

And yet, the council continue to treat this situation as if nothing is wrong, as if abuse only matters when it’s happening in front of them.

It’s beyond belief. Surrey Heath Borough Council have endangered a member of the public, ignored serious welfare concerns, and failed to act responsibly at every stage.

We will be filing a substantial formal complaint in due course, and if you haven't already used our template to write to the council, please consider including a line somewhere in your emails stating that you wish to file a formal complaint about how the council handled this matter.
