Some of the things we have uncovered in our investigation are truly sickening. We have documented absolutely everything in the above ^ report.

Scroll on to read more below about the reasons for our campaign.

We are calling for immediate action to either remove the rabbits from Fiona’s Tea Room, or enforce significant improvements to their welfare before the café is granted any kind of animal-handling licence.

Fiona’s Tea Room in Frimley, Surrey, is keeping rabbits in unacceptable conditions and exploiting them for profit. Evidence from visitors, and Fiona’s own now-deleted social media pages, shows:

  • Rabbits being handled in ways that cause severe stress, including trancing, despite the owner admitting they dislike being picked up.
  • Rabbits confined to tiny hutches overnight instead of having free-roam space.
  • Inappropriate diets.
  • Ongoing overbreeding and inbreeding, and the sale of unvaccinated rabbits.
  • Improper bonding between rabbits, risking fights and injuries.
  • A current food hygiene rating of 1, posing a serious public health risk.

Photos and videos from multiple visitors confirm these welfare breaches.

The RSPCA and local council have already had to intervene previously to ensure basic vaccination and neutering — steps which were resisted until the last possible moment.

The owner is now attempting to obtain a council licence to properly restart public rabbit handling, which would only worsen the rabbits’ suffering. We cannot stand by while this continues.

This petition calls on the RSPCA and Surrey Heath Borough Council to:

  • Deny any licence application for public rabbit handling.
  • Enforce higher welfare standards immediately, including adequate housing, diet, and enrichment.
  • Stop the breeding and sale of rabbits from this site.

While the RSPCA and Surrey Heath Borough Council previously visited the tea room, this was before most of this new evidence came to light. Since publishing our full evidence report, we have sent it to both parties, and they have confirmed receipt.

Every signature helps push for accountability and proper treatment for these animals. Local voices are especially powerful — if you live in Surrey, your support carries extra weight.

Sign now to demand that the rabbits are either rehomed to safe, loving environments or that welfare standards are urgently raised to meet the needs of these complex, sentient beings. They deserve so much better.
