For weeks, I have watched our neighbors, coworkers, and friends break down under the stress and anxiety of this looming threat. Many of us work Full Time and aren’t available to attend these local meetings to have our voice heard, the petition serves as a means to do just that, speak our peace. Belvidere was built on a foundation of peace, close-knit relationships, and shared heritage. Introducing a massive, 24/7 industrial complex into our backyard is not progress—it is a direct assault on our quality of life.   The rapid expansion of the digital economy has brought an unexpected challenger to the doorstep of America's agricultural and rural communities. In Belvidere, Illinois, the quiet, farming heritage of Boone County is facing a sudden threat from massive infrastructure developments like Project Hawkeye, a proposed high-impact data center. While local leaders, including Mayor Clint Morris, have historically expressed enthusiasm for these projects under the promise of economic modernization, the reality of these facilities paints a far more troubling picture. Faced with a lack of community transparency and a looming threat to local resources, residents have organized a grassroots movement, launching a Change.org petition that rapidly gained thousands of signatures. The motivations behind starting this petition: protecting Belvidere's environmental resources, preventing immense strain on the local utility grid, preserving the town's quiet community character, and demanding democratic transparency from local government.   At the heart of the resistance to the Belvidere data center is the preservation of Boone County's vital natural resources. Belvidere is rooted in a deeply valued farming tradition. Sitting a massive, multi-acre industrial data center consumes valuable agricultural land, permanently altering the landscape and disrupting wildlife habitats. Beyond the land itself, the primary environmental threat is water consumption. Hyperscale data centers require millions of gallons of water daily to cool the rows of high-powered servers running cloud software and artificial intelligence applications. Drawing such vast quantities from local municipal supplies and underground aquifers threatens the region’s water security. For a community dependent on stable water tables for both residential use and agricultural irrigation, allowing an unregulated corporate entity to monopolize local water is an ecological risk the community cannot afford.   Proponents often pitch data centers as a windfall for local economies, citing temporary construction jobs and potential tax revenue. However, data centers are highly automated and yield very few permanent, long-term jobs relative to the sheer scale of the resources they consume. Conversely, the strain they place on the local electrical grid is immense. These "server warehouses" run 24/7/365, consuming massive amounts of power that can threaten grid stability and increase the risk of blackouts/brownouts. When a local energy grid must rapidly scale up its capacity to feed a data center, the financial burden of upgrading infrastructure often shifts directly onto local taxpayers. Residents of Belvidere and the broader Rockford region already face rising affordability challenges. Forcing families to subsidize the energy demands of a tech giant via higher monthly utility bills is  fundamentally unjust. Belvidere and Boone County are celebrated for their tranquility, small-town charm, and residential peace. Sitting a colossal industrial facility near residential zones fundamentally alters this lifestyle and is frankly unacceptable.   Perhaps the most frustrating catalyst for starting this petition was the lack of transparency surrounding the project's inception. Large-scale land deals are frequently cloaked in non-disclosure agreements (NDAs) and negotiated behind closed doors, leaving the citizens who will live with the consequences entirely in the dark. The circulating 2025 letter from Mayor Morris endorsing the secret project highlighted a glaring gap between local government actions and public awareness. Residents deserve a meaningful voice, independent environmental impact reviews, and strict zoning regulations before decisions of this magnitude are finalized. The petition serves as a democratic megaphone, ensuring that the local government hears a unified community message: human well-being and local resource preservation must take priority over corporate tech expansion!   The petition to stop the data center in Belvidere is not a declaration against technology or innovation Instead it is an act of community self-preservation. The potential degradation of Boone County's water and farmland, the risk of inflated energy bills, the destruction of local peace, and the avoidance of public scrutiny make the project a net negative for the people who call Belvidere home. By signing and rallying behind this petition, the citizens of Belvidere are standing united and demanding a pause on unregulated development to protect their environment, their finances, and their future.   We have all seen cautionary tales from other communities after data centers move in. While marketed as clean tech, these industrial facilities pose severe, documented risks to local neighborhoods by driving up utility bills, straining public water supplies, and creating heavy noise and air pollution. Beyond the environmental strain, data centers present a direct threat to public health:   •             Severe Sleep Deprivation: Industrial cooling infrastructure and heavy-duty generators operate 24/7, emitting a relentless audible hum and low-frequency infrasound. Neighbors of these facilities frequently report chronic sleep disruption, debilitating insomnia, and severe migraines. •             Chronic Stress and Mental Health Strain: The combination of persistent noise pollution and intrusive, all-night security lighting completely disrupts natural human circadian rhythms. This ongoing exposure triggers elevated cortisol (stress) levels and anxiety.    A Data Center in Belvidere would deeply degrade the quality of life for families who are already facing the day-to-day stress of keeping a roof over their heads and food on their tables. Data centers represent the exact opposite of what a small, quiet farm town needs to survive and thrive.
