Stop the bylaw of not living in trailers, causing low income families become homeless

The Issue

As a resident of the municipality of Marmora and Lake Ontario, my husband, myself, and our two young kids living in two camper trailers we’ve attached together due to being low income and being unable to afford the crisis of housing costs booming. 
Rental costs are $2000++ for a one bedroom apartment. Many people can not afford to pay for a roof over their head, and guarantee that food can be on the table for their family. 
recently, we have been threatened to have the trailers removed, and become homeless with our young children. After doing some research and scouting, we have solid proof that we are not the only residents of Marmora residing in trailers. Mind you we have worked hard on our trailers to accommodate them to be lived in all year round. 
After further research, the by law officer of Marmora township released a news release in the paper in 2015 stating that if any residents of Marmora see any veterans etc struggling and homeless, to help them. What about the young struggling families? 
what about the parents that are struggling to keep a roof and food for their families?

I understand the issue is the township is not banking off of people residing in trailers. But my argument is, SURVEY THEM! Trailers being resided in should be put on property tax for the property and allowed so the homeless crisis can be resolved.
