Stop the Buildout of Cell Towers on Loudoun County Schools
The Issue
Support our effort to oppose the renewal of LCPS Policy 6350 , which currently allows wireless cell tower companies to build on Loudoun County schools. The policy is under review and up for a vote by the LCPS school board. A failure to pass the policy renewal would halt future cell tower proposals on LCPS school grounds. - The installation of cell towers on our schools poses potential health risks to our children.
- FCC policy on human exposure was put in place in 1996. Much has changed in our environment and with wireless technologies in the past 28 years.
- In August of 2021, Environmental Health Trust won a lawsuit against FCC. The Federal court ordered FCC to explain why in its 1996 policy it ignored scientific evidence showing harm from wireless radiation.
- The American Academy of Pediatrics (AAP) has long recommended FCC limits be re-evaluated.
- Poorly covered schools and residents can be adequately covered by wireless sites that are built on nearby commercial/industrial sites if wireless operators make the right design investments.
- Most reliable wireless in-building service can be provided through wireless LANs; by connecting cell phones to Wi-Fi systems.
- In fact, cell sites are not reliable during emergencies when there is a a large demand for service. Many of us experienced this on 9/11!
- LCPS policy 6350 disincentivizes cell tower companies from building on nearby commercial/ industrial sites because LCPS’ lease terms are favorable, the monthly rent for tower companies is comparatively low, and LCPS is a highly reliable landlord. This inadvertently creates coverage problems for the surrounding communities.
- Cell towers potentially affect property values. They detract from the visual appeal of the neighborhoods, affecting scenery, peace, and the wildlife. A study published in the Journal of Real Estate Finance and Economics found that for properties located within 2362 ft of the closest cell towers, property values declined 2.46% on average and up to 9.78% for homes within visibility range compared to homes outside of visibility range.
Our best defense against cell towers on ANY additional school property and campus is to eliminate POLICY 6350 completely. The financial benefit to LCPS is quite low (approx. $12,000 annually per site) but the potential harm to the students is undetermined.
