“My name is Cesar Fernandez, and I have the pleasure of serving as the councilmember who represents this district at a moment like this; we don't just talk about the future... we put shovels in the ground for it.
Today is about more than dirt and design. It's about people.
When We opened the Gaylord, I spoke about what this space has meant to generations of Chula Vistans. On any weekend you can enjoy an impromptu classic car show, see families bbquing, and lovers picnicking. You can see folks enjoying the water by kayaking or paddleboarding. And today, we are making a commitment - that this waterfront will continue to belong to the people.
Harbor Park represents something powerful. It represents investment not just in land, but in community. Because when you invest in green space, you invest in public health. You invest in childhood memories.
You invest in safer neighborhoods. You ensure that access to open space and fresh air isn't a privilege, but a promise.
And none of this happens alone.
I want to extend our deep gratitude to our partners at the Port of San Diego. Your commitment to public access and environmental stewardship continues to transform this bayfront into something truly special.
And to the California Coastal Conservancy - thank you for believing in this vision and for providing the grant funding that makes a large portion of this park possible. That investment sends a clear message: this coastline matters. This community matters.
What we break ground on today will stand for generations. Long after the speeches are over, long after the cameras are gone, families will gather here and say, "This is ours." And that's the point.
