2nd ARREST for N.Y. Thoroughbred Breeder: 2nd time NO Prosecution

Thank you to all 50,702 Supporters of "STOP the Animal Neglect in Columbia County, N.Y." for continuing to seek justice for the injured, tortured, and starved animals, and prosecution of the serial animal abuser. All the animals in this video were neglected and starved at BS Thoroughbred Breeding Farm in Columbia County, N.Y. between 2014-2017.

Beginning in 2015, the Public was instructed to call the Police with all Animal Cruelty complaints. The Police were instructed to refer the animal cruelty complaints to Columbia Greene Humane Society ( CGHS ), the lead Animal Cruelty Investigative Agency in Columbia County. CGHS supposedly "investigated" the complaints of Animal Cruelty at BS Thoroughbred Breeding Farm, but closed all cases despite clear probable cause.

On 7/4/17, the New York State Police Troopers arrested the New York Thoroughbred Breeder for 11 counts of "failing to provide sustenance" i.e. food and water to over 40 horses, including Thoroughbred Broodmares and foals. A New York licensed veterinarian identified 8 severely emaciated horses which were photographed, described and entered into evidence as COUNTS/HORSE 1,2,3,4,5,6,7,8 with sworn affidavits signed by the arresting NYSP Troopers, the Veterinarian on scene, and Lee DeLisle, Chief Animal Cruelty Investigator employed by CGHS. 

In December 2017, thanks to the District Attorney's Office, a NO BILL vote was reached by the Grand Jury likely because the ADA, and the Animal Expert omitted key evidence for the prosecution, and dismissed 7 out of the 11 counts for 36 Thoroughbreds, and other horses personally owned by the defendant and a private boarder so a "rescue defense" could survive to mislead the Grand Jurors.

After the Grand Jury voted NO BILL, Paul Czajka, District Attorney for Columbia County, N.Y. publicly stated there was not enough evidence to proceed. It appears, the only additional evidence the prosecution was lacking to obtain an indictment was a "talking horse" !

3/16/18, or ninety days after the District Attorney's Office failed to indict the serial Animal Abuser, the Animal Abuser put the same people involved in the NO BILL vote On Notice of a Pending lawsuit for false arrest and other assertions.

On 3/16/19, the Animal Abuser filed a 15 million dollar lawsuit claiming  the actions of Paul Czajka, DA authorizing CGHS as the lead animal cruelty investigative agency was improper, and named the County of Columbia, CGHS, Ron Perez, President of CGHS, and Lee DeLilse, Chief Animal Cruelty Investigator at CGHS as Defendants in a Federal complaint claiming false arrest and malicious prosecution !

Between 2018-2019 the animal cruelty continued at the defendants NY Thoroughbred Breeding Farm, and the public continued to file complaints with the authorities without any protection being provided to the animals, or laws against animal cruelty being enforced at BS Thoroughbred Breeding Farm by CGHS, the lead Animal Cruelty Investigative Agency.

On 1/2/20, the New York State Trooper's obtained the necessary search warrants based on additional credible complaints of animal cruelty at BS Thoroughbred Breeding Farm. After the emaciated Thoroughbred horses, companion and farm animals were evaluated by a New York State Veterinarian, the NYSP seized and removed 38 suffering animals with the help of Godspeed Horse Hostel, and several volunteers. Godspeed Horse Hostel located in DUTCHESS County, generously agreed to take in all 38 neglected and starving animals to begin their long road to recovery. Sadly, six ( 6 ) severely emaciated animals needed to be humanely euthanized due to the extent of their starvation and other associated medical problems.

On 3/17/20 the NYSP arrested the serial Animal Abuser and charged with 35 counts of "injuring, torturing, and starving" the animals. Six more  farm animals, and a Thoroughbred broodmare died as a result being severely neglected at the NY Thoroughbred Breeding Farm in Columbia County, N.Y. Total: 12 DEAD ANIMALS.

The Defendant was arraigned in Columbia County Court on 3/17/20, but  the County of Columbia claims they have no docket number on file, or an updated mug shot of the defendant.

One year after the defendant was arrested for the second time for multiple Animal Cruelty charges against dozens of defenseless animal victims, Paul Czajka, District Attorney has not prosecuted this serious animal cruelty case against the New York Thoroughbred Breeder...again !

Over 50, 702 Supporters of "STOP the Animal Neglect in Columbia County, N.Y." respectively request Paul Czajka, District Attorney of Columbia County, New York prosecutes this serious animal cruelty case, or seeks a Special Prosecutor to handle the case if there are possible conflicts of interest.

The Public expects the County of Columbia, CGHS, Ronald Perez, and Lee DeLisle to rigorously defend the false assertions made against them by the Animal Abuser in a Federal lawsuit claiming false arrest, malicious prosecution and damages demanding 15 million dollars ! There has been no report of this 15 million dollar lawsuit filed against the County of Columbia, CGHS, Perez, or Delisle reported in the newspapers. ( SEE Nussinow v. the County)

"STOP the Animal Neglect in Columbia County, N.Y." anticipates a full investigation by the State of New York and Federal Officials if any "settlement" monies are paid to the serial Animal Abuser by the County of Columbia, CGHS, Perez and DeLisle, and their Insurance Carriers at the expense of the Taxpayers, and all the animals that were tortured and killed between 2017-2020.
