STOP the 4401 Chatterton Way High-Rise Development: Protect Rithet’s Bog & Neighbourhood

The Issue

We, the residents and supporters, strongly oppose the proposed four six-storey development at 4401 Chatterton Way. While we recognize the need for housing, this project—as proposed—poses irreversible harm to Rithet’s Bog, violates our privacy, and ignores our community’s well-being.

Why This Matters:

1. Destruction of Rithet’s Bog – A Provincial Ecological Treasure

  • Rithet’s Bog is one of the last remaining urban peat bogs in Canada, home to endangered species like the Western Toad and Red-Legged Frog.
  • This development will:
    Disrupt wildlife corridors with noise, light pollution, and human activity.
    Undermine decades of conservation efforts by the CRD and local environmental groups.
  • Once destroyed, Rithet’s Bog cannot be restored. We cannot allow short-term profits to permanently damage this irreplaceable natural asset.

2. Overdevelopment & Broken Precedent

  • Four six-storey buildings are completely out of scale with our low-density residential neighbourhood.
  • Approving this project will set a dangerous precedent, opening the door to more high-rises in single-family areas across Saanich.
  • Spot rezoning for this development is unfair—it benefits the developer while ignoring the wishes of residents.

  3. Violations of Privacy – A Direct Invasion of Our Homes

  • The six-storey height of this building will tower over neighbouring single-family homes, creating a direct line of sight into bedrooms, bathrooms, and backyards.
  • Current zoning protects residential privacy—this project shatters that with:
     Windows and balconies facing private properties.
    Inadequate setbacks, leaving neighbours exposed in their own homes.
  • We did not consent to living in a fishbowl. This is an unacceptable breach of privacy that will devalue our properties and quality of life.

4. Traffic & Safety Risks

  • This development will add hundreds of new vehicle trips per day, worsening:
  • Right turns at Emily Carr Drive & Maltwood Terrace
  • Lack of sidewalks and crosswalks for pedestrians.
  • Emergency vehicle delays  

We Demand:

✅ Rejection of the current proposal—six storeys is too tall for this location.
✅ A full, independent environmental impact study on Rithet’s Bog, reviewed by CRD Parks and conservation experts.
✅ Strict privacy protections: No windows or balconies overlooking neighbouring homes—enforce proper setbacks.
✅ A comprehensive traffic and safety plan that addresses  pedestrian crossings, and emergency access.
✅ Genuine community consultation: Public town halls, extended comment periods, and a binding vote on any rezoning.
