Last week, dozens of Washingtonians who lost family members in crashes joined Governor Ferguson as he signed the Stop Super Speeders bill into law. House Bill 1596, known as the BEAM Act, would mandate anti-speeding tech called intelligent speed assistance for the most reckless drivers. The bill, named after four people who were tragically killed in a speeding-related crash. This marks the second state to enact #StopSuperSpeeders legislation, in addition to the District of Columbia which enacted the first bill in 2024. New York, California, Arizona, Georgia and Maryland also have bills progressing through their state legislatures.
California’s Stop Super Speeders, AB 981, is facing a challenging Assembly Appropriations Committee hearing on Friday and needs your help! If you live in California, please contact Appropriations Chair Buffy Wicks and urge her to ensure that AB 981 passes the committee on Friday. Below is information on how to contact her.

I’m contacting you today as a concerned Californian and safe streets supporter to express my strong support for AB 981, a life-saving, sensible solution to address reckless and excessive speeding.
This bill continues the important work begun by Senator Wiener’s SB 961 and would allow the installation of Intelligent Speed Assistance (ISA) devices in the cars of repeat reckless drivers. By piloting this program in five counties, AB 981 provides an opportunity to prevent tragedy before it strikes—without taking away mobility.
California has a speeding crisis. One-third of our traffic deaths are linked to speeding, and drivers with repeat citations are 140% more likely to crash again. AB 981 uses proven technology to reduce these risks. It’s compassionate, cost-effective, and keeps everyone safer.
[Add why this is important to you]
I respectfully urge you to do everything you can to ensure the passage of AB981 through the upcoming Appropriations Committee hearing.
Thank you for your service and dedication to California communities.
