We, the undersigned, call for urgent intervention into the conduct of Stellenbosch Municipality regarding the restriction of lawful property rights.


Phelibhongo William Ntshontshwana, a lawful property owner, has been prevented from selling his property despite multiple legitimate offers. The municipality continues to enforce outdated and prescribed clauses, effectively blocking economic use of privately owned property.
This raises serious concerns about:
Violation of Section 25 (Property Rights) of the Constitution of South Africa


Violation of Section 9 (Equality)
Violation of Section 10 (Human Dignity)
Despite escalations to:
Stellenbosch Municipal leadership
Provincial government
National government
The Presidency


No corrective action has been taken.
We believe this reflects a broader pattern of economic exclusion that disproportionately affects those without financial means to challenge such decisions legally.
We demand:
Immediate removal or review of prescribed restrictive clauses
