As winter arrives each year in Brampton, residents face significant challenges due to city snow plowing practices. The plows, which are meant to clear roadways for safe travel, often leave behind massive piles of snow known as windrows at the end of driveways. A windrow is the ridge or pile of snow created by a plow when clearing the street. This recurring practice creates numerous difficulties for the city's residents, who are already subjected to the harsh winter conditions of Southern Ontario.
One of the main concerns is accessibility and safety. The large piles of snow left at the end of driveways completely block residents from leaving their homes, creating serious challenges for commuting, attending appointments, or responding to emergencies. Delays caused by needing to clear these windrows can have serious, even life-threatening consequences.
Another significant burden falls on the elderly, people with disabilities, and families with young children, who often struggle with the physical demands of shoveling heavy snow piles. Residents are forced to clear snow twice — once from the driveway and again from the windrow left by the plow. It is inequitable that they bear the additional physical and financial burden of clearing away city-created obstacles, despite already paying taxes for snow removal services.
The problem is not just theoretical. On December 22 and 26, 2025, the City of Brampton received hundreds of 311 complaints under SR type: Roads and Sidewalks, highlighting an urgent and ongoing issue.
