When cats started missing from a neighborhood in Mesa the families living there were concerned. Scott Andrew Graham was caught on camera stealing a cat who was later found mutilated and tortured to death, along with 3 more. He was identified and confessed but police say they don't have enough evidence to charge him. This is horrifying as he said he took 30 cats but didn't harm them- obviously a lie , based on the corpses found. These families deserve justice for their family cats and they need reassurance he won't start doing this in another neighborhood. People who murder small animals often move to people.
