We are residents, workers and organizers in the Tenderloin neighborhood of San Francisco and members of the Party for Socialism and Liberation, concerned by Mayor London Breed’s greenlighting of a police crackdown in our community. We demand that the Mayor and the City stop the war on the Tenderloin!

Her plan tries to solve the problems in our neighborhood with brute force and police repression, but claims to be in residents’ interests. Real, permanent solutions require systemic change against this stark inequality in the first place.

San Francisco needs a progressive program that addresses the systemic causes of poverty and crime:

• End the exploitation, alienation, poverty, and competition that fuel violence. The people must have real power over the issues that affect our communities. City Hall must serve our interests, meeting the basic needs of everyone in the TL – housing, healthcare, education, living wage jobs – and offering a real way out from underground economies.
• Fund social work and violence interruption programs. Across the U.S., thousands of people in working class communities already organize violence interruption programs. They're ignored because they defy racist narratives and diminish the role of the police. The methods of these programs need to be studied, amplified, and fully funded by using part of the budget currently allocated to SFPD.
• House the homeless! There are almost 5 empty homes per unhoused person in SF. City Hall has done less than the bare minimum during the pandemic to house people safely, despite receiving federal funds. Denying people the basic right of housing is the biggest crime here. 
• Make SF a true sanctuary city: full rights for all immigrants! We're a neighborhood of immigrants and refugees. We know first-hand the economic inequality keeping families from moving to neighborhoods where they feel safer, and trapping undocumented people in exploitative and sometimes illicit work. To be a true sanctuary city, Mayor Breed must pull back racist law enforcement and make SF a sanctuary, not just symbolically, but economically too.
• Demilitarize and defund the police. The mass production of weapons for the state, for prisons, jails, and local police departments, feeds the arms trade, including underground. Flooding our community with more police will not decrease the violence, but rather legalize it further for those in uniform, who are more armed than ever.
• Build empowered working-class, youth, and neighborhood organizations (independent from real estate and business interest groups). In a country where violence has been used to keep the vast majority of us far from power, a strong people's movement from below can offer our community collective security and build the kind of power needed to address daily violence in the Tenderloin.

The growing attention on police violence in the past few years, culminating in 2020's mass uprising after George Floyd’s killing, shows that police do not serve and protect working people. (Just this November in SoMa, SFPD shot and killed Ajmal Amani during a mental health crisis instead of de-escalating and rendering aid.) 

More police funding will do more harm than good. We don't need warrant sweeps, deportations of undocumented people, and other forms of police terror. The real reason for this move is not to protect TL residents, but in the interests of real estate developers and speculators who want to gentrify the Tenderloin.

It is right to be concerned about violent crime and want to eliminate it, but police, instead of decreasing violence, often escalate it. We must take care of each other and organize among our community, without the groups and politicians that use our frustrations and hardships when it’s useful to their own interests. We have an opportunity to make the Tenderloin a neighborhood that is safe for all, including those who right now have nothing, but we must take action.

¡Alcaldesa Breed: alto a su campaña policial en el Tenderloin!

Somos residentes, trabajadores, y organizadores en el barrio del Tenderloin en San Francisco y miembros del Partido para el Socialismo y Liberación, preocupados por el permiso que ha dado la alcaldesa London Breed a su campaña policial en nuestra comunidad. ¡Exigimos que la alcaldesa y la ciudad pongan alto a su guerra contra el Tenderloin! 

Su Plan de Intervención de Emergencia para el Tenderloin pretende resolver los problemas del barrio con fuerza bruta y represión policial, pero dice estar por los intereses de los residentes. Soluciones reales y permanentes requieren un cambio en el sistema que nos causa tanta desigualdad.

San Francisco necesita un plan progresivo que da hasta la raiz sistemica de la pobreza y el crimen:

• Fin a la explotación, alienación, pobreza, y competición que provocan la violencia. La gente debería tener el poder verdadero sobre los problemas que nos afectan. La ciudad tiene que servir nuestros intereses, y satisfacer las necesidades básicas de todos en el Tenderloin – vivienda, salud, educación, trabajo digno – y ofrecer una verdadera manera de salir de las economías clandestinas.
• Apoyar trabajos sociales y programas de interrupción de violencia. A través de los EE.UU., miles de personas en comunidades trabajadoras ya organizan programas para interrumpir la violencia. Pero son ignorados porque desafían las expectativas racistas y disminuyen el papel de la policía. Los métodos de estos programas deberían ser estudiados, amplificados, y completamente financiados usando parte del actual presupuesto de SFPD.
• ¡Alojar a las personas sin hogar! Hay casi 5 viviendas vacias por cada persona sin hogar en SF. La ciudad ni lo minimo ha hecho durante la pandemia para alojar a la gente con seguridad, aunque exista el dinero para hacerlo. Negar el derecho basico de vivienda es el crimen mas grande en esta situación.
• Que SF sea una verdadera ciudad santuario: ¡derechos plenos para todos los inmigrantes! Somos un barrio de inmigrantes y refugiados. Conocemos bien la desigualdad económica que no deja a muchas familias mudarse a donde se sientan más seguras, y que atrapa a mucha gente indocumentada en trabajos abusivos y a veces ilícitos. Para ser una verdadera ciudad santuario, la alcaldesa tiene que poner paro a la policía racista y declarar a San Francisco más que un santuario simbólico, sino también económico.
• Desmilitarizar y desfinanciar la policía. La producción masiva de armas para el estado, las prisiones, cárceles, y departamentos de policía locales, da más poder al comercio de armas, incluyendo el comercio clandestino. Inundar a nuestra comunidad con más policía no dará paro a la violencia, sino la legalizara aún más para los que llevan uniforme, quienes vienen mas armados que nunca.
• Construir organizaciones empoderadas de trabajadores y jóvenes del barrio (independiente de los grupos liderados por los intereses de bienes raíces y negocios). En un país donde la violencia se ha usado históricamente para mantener a nuestra gente fuera del poder, un movimiento poderoso de abajo nos puede ofrecer seguridad colectiva y construir el poder que se necesita para resolver la violencia diaria en el Tenderloin.

La atención creciente a la violencia policial en estos últimos años, culminando en las protestas masivas de justicia para George Floyd, nos muestra que la policía no trabaja para servir y protegernos. (Justamente en noviembre en SoMa, SFPD asesinó a Ajmal Amani mientras sufría una crisis mental, en vez de ayudarle con servicios psiquiátricos.)

El plan de aumentar el presupuesto policial sin duda hará más mal que bien. No necesitamos redadas, miedo de deportaciones, y otras formas de terror policial. La razón verdadera por este plan no es para proteger a los residentes del Tenderloin, sino para los intereses de los desarrolladores de bienes raíces y especuladores que se ilusionan con gentrificar y desplazarnos.

Tenemos mucha razón en preocuparnos por el crimen violento y querer eliminarlo, pero la policía, al contrario de disminuir la violencia, con frecuencia la empeora. Nos tenemos que cuidar y organizar entre comunidad, sin los grupos y políticos que usan nuestras frustraciones y dificultades sólo cuando les conviene a sus intereses. Tenemos la oportunidad de hacer del Tenderloin un barrio seguro para todos, incluyendo a los que ahora no tienen nada, pero tenemos que tomar acción.
