The Issue

Every morning, starting at 4 AM, Samuel Parkinson disrupts the peace and enjoyment of our CB radio hobby. From his location at 8436 Republic, Warren, Michigan, he argues with other CB operators, and, when upset, he resorts to using a CB radio jammer on Channel 19. This isn't a one-time grievance; it's been a daily occurrence for the past two months, affecting those of us who live miles away.

This disruption is more than a mere annoyance—it hinders the enjoyment of a shared hobby and harms community spirit. Despite a police report being filed, the disturbances persist, proving that more drastic action is required. Samuel has even claimed himself that he deliberately uses the jammer, proudly announcing his actions to those he communicates with.

Apart from the jamming issue, Samuel Parkinson elicits concern for his public behavior. He runs a small engine repair business from his garage, boldly advertising it on Facebook, despite collecting disability. This is not just about jamming; it's about respecting laws and the community's peace.

Furthermore, Samuel boasts about his marijuana consumption while in possession of a CPL, along with his conversational partner Mike Fennel. Their morning routine is not only disruptive but also laced with offensive and untruthful commentary that belittles others, contributing to a toxic environment.

We, the residents who are affected, urge local law enforcement and the Federal Communications Commission (FCC) to investigate and reinforce the laws about illegal jamming and ensure compliance within our community. Samuel's actions breach FCC regulations regarding the use of CB radio frequencies, and we need swift interventions to restore order. By taking action, we safeguard our hobbies, uphold community standards, and ensure everyone can enjoy peaceful mornings.

Please help us urge the authorities to step in and address these violations by signing this petition. Your signature can make a difference in bringing back tranquility and order to our mornings in Warren, Michigan.

Responded
Thank you for contacting the Mayor's Office with your concerns about CB Radio operations. I contacted Warren's Police Department about jurisdiction. I learned that only the Federal Communications Commission has jurisdiction in this matter involving CB traffic. The local police agencies only can get involved if 911 dispatching emergency services involving police or fire response are affected. In this case, Warren's Police Department dispatching emergency services has not been affected. The FCC is the jurisdiction governing your concerns. Please contact me in the future on any matters I may be of assistance with pertaining to local government. Sincerely, Lori M. Stone MAYOR CITY OF WARREN
