What is Happening?

Quebec’s Ministry of Higher Education (Ministère de l’Éducation et de l'Enseignement supérieur) recently announced a doubling of university tuition fees - now $17,000 per year, starting in 2024 - for out-of-province students planning to attend Quebec universities, such as McGill, Concordia, Université de Montréal, and Bishop’s.

Why Should You Be Against it?

The Quebec Government’s imposition of unjust and anti-Canadian financial barriers on fellow citizens it deems too foreign and unwelcome is something every Canadian, including every Quebecer, should be against. The act of tarnishing our unity and anti-discrimination reputation, a reputation that our country so proudly stands on for all of it’s people, is in jeopardy. We cannot let the Quebec Government make second class citizens in our country. We are all Canadian, and we should all be treated as such.

Quebec, and especially the city of Montreal, look to lose out on so much and gain nothing with this policy. Quebec’s three English universities have a substantive minority of students from outside of Quebec whose tuition will be raised. The Principal of Bishop’s University has said the policy is “catastrophic” and the institution may not be able to survive a loss of a third of its student base. But it’s not just Bishop’s principal who is against it. The heads at McGill and Concordia, along with The Conseil du patronat, which represents 70,000 Quebec employers, The Chamber of Commerce of Metropolitan Montreal, mayor of Montreal, Valérie Plante and Sherbrooke Évelyne Beaudin, and many others, have all come out against the policy. The reputation of Montreal as a hub of research and education is at risk, while Quebec will lose out on all the benefits the thousands of students who immigrate there bring.

The False Reasoning of “Protecting French”

Quebec Premier, François Legault, said the move “is to protect French", it will do nothing but damage the French language in the province.

• The raise in tuition has no exemption for students who are certified by DELF as fluent French speakers, or even francophone students. This means that the policy is actively discouraging French speaking students to move to Quebec.
• Due to the policy, McGill University has shelved a $50 million program to help students, staff and faculty learn the language, due to the announced tuition raises. This is an example of how the policy is actively stopping anglophones who already live in Quebec from learning French.
• It should be noted that the change in tuition comes just 10 days after Legault’s CAQ party lost a by-election to the Quebec Nationalist PQ. This raises questions if this policy is about “saving French”, or scapegoating fellow Canadians for political gain.

Tell the Quebec Government to stop its discriminatory and damaging policy of raising tuition for outside-of-province Canadians. No citizen in this country should be paying $17,000 per year for tuition, merely because they are not a resident. Thank you.

The Protecteur du Citoyen are Quebec Ombudspersons who investigate problems relating to the Quebec Government, such as the Ministry of Education. After filing a complaint with them, I was told that even though my specific file will be closed, if a large amount of people file a complaint they may do a “collective investigation”. So, if you or someone you know is affected by this policy, they may close your file, but they may open a larger investigation at some point in the future.

 Pourquoi d’Être Contre La Proposition?

L’imposition des barrières financières par la Gouvernement du Québec, sur les autres citoyens ils décident être trop étrangers et importuns, est une décision que chaque Canadien, et chaque Québécois, doit être contre. L’action de salit notre réputation d’unité et anti-discrimination, une réputation que notre pays soutenir pour toutes les personnes, est en danger. Nous ne pouvons pas laisser la Gouvernement du Québec à créer des citoyens de classe-seconde dans la société. Nous sommes tous Canadiens, et la Québec doit nous traitons comme ça.

Québec, et spécifiquement la ville de Montréal, va rater beaucoup et va gagner rien avec cette décision. Les trois université anglaises au Québec ont une minorité substantielle des étudiants Canadiens, qui n’ont pas des résidents du Québec. Le directeur d’Université de Bishop’s a dit que la politique est « catastrophique » et c’est une possibilité que son institution ne va pas survivre si troisième des étudiants disparus. Mais ce n’est pas seulement le directeur de Bishop’s qui est contre la politique. Des chefs de McGill et Concordia, avec Le Conseil du patronat, qui représente 70,000 employés du Québec, La Chambre de commerce du Montréal métropolitain, des maires de Montréal, Valérie Plante, et Sherbrooke, Évelyne Beaudin, et beaucoup d’autres, sont contre la politique. La réputation de Montréal, une ville centre pour la recherche et l’éducation est en danger. Pendant ce temps, Québec perdra tous des bénéfices que milles des étudiants apportent.

La Raison Fausse de la « Protection de la Langue Française »

Le Premier Ministre du Québec, François Legault a dit que la raison « est la protection de Française ». Mais, ce fera rien mais ravage la langue française dans la province.

• L’augmente de cours n’ont pas une exemption pour des étudiants qui sont certifiés couramment français par DELF, ou des étudiants francophone. Ce dit que la politique dissuade étudiants qui parlent français à déménager au Québec.
• l’Université de McGill a enterré un plan 50$ million pour aide des étudiants, des personnels, et la faculté à apprendre le français. Ça c’est une exemple comment la politique cesse des anglophones à essayer le français
• Il doit noter que cette change de cours a arrivé 10 jours après la partie de Legault, CAQ, a perdu une élection partielle au nationaliste PQ. Ce provoque des questions si la politique est pour la raison de « sauve le français » ou pour crée des bouc émissaires sur les autres Canadiens.

Dit à la Gouvernement du Québec qu’il doit arrêter leur politique discriminatoire à augmente le cours pour des Canadiens qui n’ont pas des résidents du Québec. Rien des citoyens dans ce pays doit payer $17,000 chaque années pour le cours. Merci.
