The issue

We strongly object to the proposal for a OPTUS mobile phone base station on 49 Purchase road close to primary school and classrooms.

What Are These Antennas Doing To Our Kids While They're In School?'t worth the risk. They should not be subjected to radiation when there could clearly be devastating effects as outlined in the various studies. School boards and parent organisations need to be aware of the inherent dangers from such an exposure. It's been clearly shown that it can penetrate the head of a child much easier than that of an adult. This is due to the thinner and softer bones in the head of child. Skull bones don't fully harden until about age 22.

1. Why this site was chosen so close to community sensitive areas, in front of primary and secondary school directly affecting 3000 children. Mostly kids will either be in class room studying or playing in the ground and not expected to use mobile phone in school premises.   
 
2. The proposed base station is just across the road and less than 20 meters from classrooms in Cherrybrook Technology high school, even though the NSW Department of Education and Communities states “a preference” for any telecommunications infrastructure to be built at a distance of at least 500 metres from the boundary of a school property.
 
3. What are the alternate sites considered for the base station?
 
4. There are already two mobile base stations located within 500 meters on both sides of the schools one on Cherrybrook shopping village and other corner of Shepherds and New line road. An Optus customer for 10 years living  close to schools, there was never a problem with mobile coverage in this area and 4G mobile broadband data upload and download speeds are excellent.
 
5. There are currently no studies that prove EMR to be harmless. Long term studies on the health effects of EMR on children from mobile phone base stations do not exist. The technology for these sites is relatively new and evolving rapidly and the research is insufficient or non-existent
 
We know that the science community is very much divided and there are a lot of unanswered questions about the long-term health effects of this kind of EMR.  Number of studies do show, that long term exposure (Chronic) which is not in the standards can have adverse effect on health.

So just like cigarettes and excess alcohol consumption- perhaps the time to stop the increase in RF radiation close to our children is NOW. Right now, not tomorrow or the day after. NOW.

Let's hope for a positive response and outcome from OPTUS.

E: lpoland@kaw.net.au P: 03 9696 4009 M: L2/95 Coventry St SOUTH MELBOURNE 3205 VIC Health Impacts: The health and safety of the general public is a primary consideration in telecommunications deployment for both Infrastructure Logic and Optus. This facility has been designed bearing in mind the sensitive nature of the site, with particular consideration given to the health of residents, students and visitors to the area. The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Federal Government agency charged with the responsibility of regulating the installation of Radio-Frequency (RF) emitting facilities, including mobile phone base stations. ARPANSA, along with a range of other reputable agencies such as the World Health Organisation (WHO), have conducted extensive reviews of the available literature on RF emissions and health impacts, and have found that no evidence to suggest a link between proximity of people to mobile phone towers and any adverse health impacts. ARPANSA requires that Electro-Magnetic Energy (EME) emitted from mobile facilities be calculated for all proposed and existing facilities. The EME emissions from the proposed facility on Purchase Road are extremely low, at just 0.12% (less than 1%) of the ARPANSA standard, meaning the EME level emitted from this site is over 800 times lower than the mandated maximum public exposure level. Further information on mobile phone base stations and public health, is available at WHO: www.who.int/peh-emf/publications/facts/fs304/en/ ARPANSA: http://www.arpansa.gov.au/RadiationProtection/Factsheets/is_antenna.cfm Radio Frequency: The proposed facility complies with the required Australian Standards for Electro-Magnetic Energy (EME) emissions set by ARPANSA. By locating the proposed base station at this location, the energy required to power the facility and deliver the capacity increase to the required areas is significantly lower than required had the proposed base station been established in an alternative location. The proximity to the target area ensures that the EME levels can be significantly reduced. The facility will operate at power levels as required by real-time demand. This means that when demand is low, the EME emissions will automatically reduce. Further information on the Radio-Frequency of the proposed facility is available at RFNSA: www.rfnsa.com.au/2126007 Site Location: The proposed site was identified following extensive investigation by Radio-Frequency engineers. Due to the local topography, several areas of Cherrybrook are currently inadequately serviced by the mobile network, and with the continued exponential growth in demand for mobile services, service improvements are required. The proposed base station will link with the existing Optus network in the surrounding area and will deliver a targeted capacity increase to areas up to 200m from the proposed site. Various options were examined, and the proposed site was deemed to be the most appropriate location to provide a targeted solution, improving coverage to those areas requiring a capacity increase. This targeted solution approach allows for the installation of a Small Cell facility, operating at the lowest possible power, while still meeting the required coverage objectives. Had a different location been chosen further from the target area, a significantly larger facility, operating at a much higher power level would be needed to achieve the required outcomes. Demand: The proposed facility is required due to an increase in demand for mobile services in the Cherrybrook area, with some areas within 200m of the proposed site experiencing significant capacity shortfalls. Visual Amenity: Every effort has been made to mitigate the impact on amenity of the suburb. The facility design is that of a Small Cell Base Station. This design involves the installation of a small antenna at a height of approximately 10m on the top of the pole (approximately 70cm high, and 10cm in diameter – not dissimilar to the size of a baseball bat), as well as the installation of a protective shroud at a height of approximately 4.5m half way up the pole, enclosing ancillary equipment (such as cabling and power supply). The facility will be coloured in muted tones in order to match the existing utility pole.
