We, the undersigned residents of Victorskloof and surrounding areas, are calling on the City of Cape Town and the relevant authorities to urgently investigate and take action regarding persistent, excessive late-night noise that is seriously affecting residents across the Valley.

For approximately the past five months, residents in Victorskloof have repeatedly been subjected to very loud amplified music carrying across the Valley and into residential properties. This is not an occasional occurrence — the issue has been discussed among residents in the Victorskloof neighbourhood, with multiple people reporting that they can hear the music from their homes. This demonstrates that this is not an isolated complaint from a single household, but an ongoing community-wide problem affecting multiple residents.

The music has been heard repeatedly until approximately 4:00am or 5:00am, and is particularly problematic on Thursday, Friday, Saturday, and Sunday nights, although incidents have also occurred on other nights during the week. The volume and duration of the noise are such that residents are being prevented from sleeping in their own homes.

Despite the repeated nature of the problem, residents have so far been unable to definitively establish the exact source of the music because the sound carries across the Valley. There has been speculation about the possible source, but we believe it is the responsibility of the relevant authorities to investigate and identify the source rather than expecting individual residents to do so.

We are calling for urgent intervention.

We ask the City of Cape Town and the relevant authorities to:

1. Investigate the source of the excessive late-night music as a matter of urgency.
2. Investigate the repeated complaints from affected residents across Victorskloof and surrounding residential areas.
3. Take appropriate enforcement action where the noise is found to contravene applicable laws, regulations or by-laws.
4. Ensure that repeated disturbances during the early hours of the morning are properly addressed rather than treated as isolated incidents.
5. Provide residents with a clear point of contact and process for reporting ongoing incidents and receiving meaningful follow-up on complaints.
6. Monitor the situation and take appropriate steps to prevent the disturbance from continuing.
7. Ensure that residents are able to enjoy reasonable peace and quiet during night-time hours.

Residents should not have to routinely lose sleep until 4:00am or 5:00am because of excessively loud music coming from elsewhere in the Valley simply because the source is difficult to identify. The repeated loss of sleep is having a significant impact on residents' ability to function normally, and the fact that the disturbance continues into the early hours makes this particularly serious.

We understand that businesses, venues and private individuals have the right to enjoy their properties and hold events, but this should not come at the expense of the reasonable expectation of surrounding residents to sleep and live peacefully in their homes.

We are therefore asking the City and relevant authorities to recognise the number of residents affected, investigate this matter urgently, identify the source of the noise and take whatever lawful enforcement action is necessary to bring the ongoing disturbance to an end.
