Stop Paid Parking Plan on East Esplanade and East 1st St
The Issue
Numerous businesses in the vibrant industrial and commercial area of East Esplanade and East 1st St in the City of North Vancouver were never consulted or even notified about the transition from free to paid parking, scheduled for September 2025. This abrupt policy change threatens to impose an undue financial burden on the small, local business owners who are already navigating the many challenges of sustaining their operations in today's economy.
The areas of concern, specifically the 200 & 300 blocks of East Esplanade and 200 block of East 1st St, are home to a varied array of businesses that form the backbone of North Vancouver's local economy. These entrepreneurs contribute significantly to the character and vitality of our community. Imposing paid parking here without adequate dialogue shows a disregard for their input and threatens their very livelihoods.
Evidence from multiple studies across various cities indicates that introducing paid parking in commercial districts can result in decreased customer visits and revenues, particularly affecting small and medium-sized enterprises (SMEs). It is essential to add that, in a city where shopping centers and larger corporate stores offer free parking, our local businesses would be placed at a severe competitive disadvantage.
The City has a responsibility to engage directly with these businesses and provide comprehensive alternatives that address parking and transportation needs without compromising business viability. Options such as flexible parking rates, validation systems for customers, or maintaining certain areas of free parking must be considered to support business growth rather than stifle it.
We urge the City of North Vancouver to halt the implementation of paid parking until a proper consultation with affected business owners is completed, ensuring that their voices and concerns are heard and addressed. Parking solutions should be implemented with reasoned consideration of all stakeholders’ interests.
Sign this petition to demand a pause on the pending parking policy change and to call for an inclusive decision-making process that protects the livelihood of our community’s businesses.
