The Issue

Blythewood is at a critical breaking point. A massive proposal is moving through local government to annex and rezone roughly 377 acres near the intersection of Fulmer Road and Mount Valley Road into an R-5 high-density housing development. Combined with the massive Richland County 321 influx, we are looking at approximately 2,000 new homes coming within a tight 2-mile radius.

Our local infrastructure simply cannot support this. Worsening traffic congestion, overcrowded schools, and dangerously strained emergency services (EMS/Fire) put every current resident at risk. Furthermore, the upcoming Scout Motors plant will bring 5,000 employees and round-the-clock shift traffic to our local roads 24/7. Doubling our local population while adding heavy industrial commuter traffic will completely overwhelm our public safety response.

Worse, this project was already completely denied by Town Council back in May.

Our town ordinances are supposed to protect us with a mandatory one-year waiting period after a denial. Instead, town officials met with the developer behind closed doors, bypassed the spirit of our laws, and fast-tracked this project back onto the agenda. The Blythewood Planning Commission recognized these severe safety threats and voted 3-2 to recommend rejection of this project. Now, the final choice rests with the Town Council.

We, the residents of Blythewood and surrounding areas, demand the following from Town Council:

1. VOTE NO on the annexation and R-5 high-density rezoning of the Mt. Valley and Fulmer Road property at the final Second Reading on November 23, 2026. Uphold the Planning Commission's recommendation for denial.
2. PROVIDE TOTAL TRANSPARENCY regarding backroom meetings between town officials, the town manager, and developers that fast-track denied projects.
3. HALT ACCELERATED RECONSIDERATIONS and freeze high-density approvals until comprehensive, multi-agency infrastructure and safety impact studies are completed to account for the incoming Scout Motors workforce traffic.

By signing, you stand in solidarity with your neighbors, protect our rural character, and demand accountability from our elected officials. Together, we can stop reckless overdevelopment before it is too late!
