The Ontario Government wants to allow residents to UNLEASH DOGS TO HUNT and KILL coyotes, foxes and rabbits IN CAPTIVITY.

Hunters say there is a growing demand for the "dog sport", and the province's natural resources and forestry minister wants to allow more of the hunting facilities to prevent the sport from moving underground.

Underground is another word for illegal.
There are humane ways to manage wild animal problems.
