The most important takeaway from this article is that a high rise building (no doubt owned by multi-millionaires or billionaires) in Manhattan was given $ 5 million BY the NYS government and $30 million by private funds to comply with Local Law 97. As far as I know there is no government funding for us middle class/mod income/fixed income Queens co-op shareholders available to help us fully comply with Local Law 97 when they know we can't afford it.
