One of the most disturbing parts of Bill NJ A2275 is the deceptively worded title and incomplete synopsis. 

Representatives have supported this bill without realizing the reach of its language. 

My own district was an example--when I was discussing the need for legislation holding people responsible for fixing the cats they feed, my district representative pointed me towards this very bill, not realizing that language added in the text of the bill directly conflicted with my request!

The title, "Compassion for Community Cats Law," implies that anyone who votes against this bill lacks compassion for stray and feral cats. This could not be further from the truth--we all want to prevent more cats from suffering outside and the only way is by making sure that caretakers are fixing the cats that they feed! 

 Here is the synopsis provided by the bill's sponsors:

"Provides for spaying and neutering stray or feral cats and establishes fund therefor; designated as 'Compassion for Community Cats Law.'"

What the synopsis does not state is the following major changes to NJ's statutes:

  • New definitions for "community cat caretakers" that hold no one responsible for spaying or neutering.
  • Major modifications to the powers and duties of animal control that will prevent animal control from responding to calls for help regarding stray, feral, or friendly cats.

I don't think I am asking a lot when I demand that major changes to state legislature should be clearly stated in the bill's title or synopsis. Please keep sharing this petition and let our representatives know that we have read the fine print, even if they haven't!
