According to new reports, Pace-O-Matic, one of the biggest skill game companies in Virginia, has created a new version of its slots-like machines that it says can be operated legally despite the state’s ban on "skill games." 

The main manufacturer of these neighborhood slot machines started to put them back into service in the last 2 weeks and clearly want to expand them in new cities and neighborhoods.  

You can read about this "loophole" they are trying to exploit by having people not insert money into the machine but rather hand money to a cashier and insert a paper voucher.  They believe they can operate freely, without pushback from communities like ours.
